Job Description:

A.               SUMMARY

The AOC is seeking proposals from prospective Offerors to provide one provide two (2) Senior Technology Trainers. The Senior Technology Trainer will develop and deliver training and documentation to support applications that are used at the Maryland Judiciary. These applications may include highly customized or proprietary software, Microsoft Office applications, and specialized technical solutions to support the work of the Maryland Judiciary.

 

Offeror may propose no more than two (2) resource(s). Offeror shall propose resource(s) for which    they havethe right to represent. If multiple Offerors propose the same resource(s), the AOC reserves the right to make such investigations, as it deems necessary, to confirm the representation of any proposed resource(s), and reject any Offeror’s proposed resource(s). After any investigations, if the AOC is unable to confirm the representation of any proposed resource(s), including a proposed resource who signed multiple Attachment O – Resource Acknowledgments, the AOC reserves the right to reject the proposed resource(s) from all applicable Offerors.

 

Please note, the AOC is only accepting two (2) proposed resource per Offeror. If an Offeror proposes more than two (2) resource, the Offeror will be removed from further consideration.

 

Offeror may propose no more than two (2) resource(s). Offeror shall propose resource(s) for which they have the right to represent. B.               OFFEROR RESOURCE QUALIFICATIONS

    1. The Offeror shall propose resource(s) that meet the following minimum qualifications:

a.                Bachelor’s degree from an accredited university.

 

    1. The AOC prefers Offeror proposed resource(s) to have the following qualifications:

a.                At least five (5) years’ experience as a technology trainer with proprietary and/or advanced off the shelf software (such as Microsoft teams, Co-Pilot, OneNote, SharePoint, etc., applications).

b.                Three (3) years’ experience with developing technical documentation.

 

C.               SCOPE OF WORK

Offeror proposed resource(s) shall be responsible for the following:

1.                Plan, develop, and deliver hands-on instructor led training for commercially available and proprietary software applications.

2.                Plan and develop documentation, training videos, and instructional design modules for commercially available and proprietary software applications.

3.                Communicate with the Contract Manager on project plans, status, and updates for each assignment.

 

D.               OFFEROR RESOURCE(S) SKILLS, EXPERIENCE, & CAPABILITIES

    1. Offeror shall propose resource(s) possessing the following preferred skills, experience, and capabilities:

a.                Experience with:

(1)             Developing and delivering in person Instructor Led training for commercially available and proprietary software.

(2)             Delivering customer training programs using adult learning principles to individuals and groups of users.

(3)             Using Technical applications to support training development such as Camtasia, Articulate 360, Vyond, etc.

(4)             Managing training projects from initiation through completion, ensuring timely delivery and quality outcomes.

b.                Ability to:

(1)             Use methodologies to plan, track, and deliver high quality technical training.


 

(2)             Develop technical documentation for commercially available and proprietary software (Quick Reference Cards, Quick Reference Guides, content for the web, etc.).

(3)             Develop video and interactive recorded training to support technical processes.

(4)             Coordinate multiple tasks, resources, and stakeholders effectively.

(5)             Organize and manage time effectively to handle concurrent training initiatives and deadlines.

c.                Knowledge of:

(1)             Customer service standards when interacting with internal and external Subject Matter Experts.

(2)             Identification and troubleshooting of user-defined challenges and implementing appropriate solutions.

(3)             Microsoft Office applications including Teams, Co-Pilot, OneNote, and SharePoint.

 

E.               PLACE OF PERFORMANCE

    1. Work shall be performed 100% remote at a suitable off-site location selected by the Offeror/Offeror Resource(s).

a.                The AOC reserves the right to determine an off-site location is not suitable (e.g., crowded public space with distracting background noise during meetings).

 

    1. On-site support may be required. The proposed resource(s) must be able to report on-site within seventy-two (72) hours after notification.

a.                If required to report, the Offeror Resource shall report to Maryland Judicial Center, 187 Harry S Truman Parkway, Annapolis, MD 21401.

b.                The AOC does not have a limit on the number of times the proposed resource(s) may be required to be onsite.

    1. The AOC reserves the right to regularly evaluate performance and withdraw remote privileges in the event of a decline in Purchase Order performance.

 

    1. The AOC reserves the right to modify the allocation of onsite and remote work effort throughout the life of the Purchase Order. In the event of a modification, the Contract Manager will coordinate with the Successful Offeror on a mutually agreeable allocation of work effort.

 

    1. If the Offeror proposed resource has a work allocation that includes remote work at any time during the life of the Purchase Order, the Offeror proposed resource may not perform remote work from a country other than the United States of America without prior approval from the Contract Manager. Unless there are extenuating circumstances, Offerors shall not anticipate receiving approval for remote work from a country other than the United States of America.

F.     SCHEDULE & COORDINATION

    1. Offeror proposed resource(s) shall perform during normal operating hours, Monday through Friday, 8:00AM to 4:30PM Eastern Standard Time (EDT).

a.                The proposed resource(s) shall have the flexibility to extend coverage hours or schedule to meet deadlines, project requirements, and/or on-call operational support, including evenings, nights, weekends, and holidays.

b.                The contract Manager must approve work prior to or after normal operation hours, not to exceed 2,040 hours per year.

 

G.    INTERVIEW PROCESS

Shortlisted Offeror proposed resource(s) may be required to complete a multi-part interview including the following:

4.                The anticipated duration of both interviews is two (2) hours.

a.                Initial Panel Interview


 

(1)             The AOC shall conduct an initial 30-minute panel interview via Microsoft Teams meeting for highest ranked candidates.

(2)             This interview will focus on assessing the candidate’s background, experience, communication skills, and suitability for the role.

(3)             Proposed resources will have the opportunity to discuss their relevant training experience and approach to adult learning principles.

b.                Second Interview and Training Demonstration

(1)             Proposed resources who are shortlisted from the initial panel interview will be invited to an hour and a half follow-up interview via Microsoft Teams.

(2)             For the interview, proposed resources will develop and deliver a 10-minute training demonstrating a feature of a Microsoft Office application of their choice (e.g., a module of Microsoft Word, Excel, PowerPoint, Teams, etc.). The training shall be designed to teach a technical topic to a professional audience using adult learning theory.

i                   The AOC prefers the 10-minute presentation be on the same topic as the submitted work sample included in the initial proposal.

ii                 All materials submitted and demonstrations provided are for evaluation purposes only and will not be used by the Judiciary for operational or training purposes.

iii               The training demonstration shall be based on a general Microsoft Office feature and shall not require customization to Judiciary systems or data.

iv                This exercise is intended to evaluate the Offeror’s proposed resource’s instructional design approach, communication skills, and ability to convey technical concepts to a professional audience.
