Data Engineer

KayDev Technology is seeking an experienced Data Engineer with a strong background in data governance and transportation data to support a New York State agency in Albany, NY.

Responsibilities:

• Define and implement a data governance roadmap, including data lifecycle management for real-time streaming data.
• Establish standards for data creation, ingestion, storage, retention, and disposal.
• Build data quality processes and metrics, a data catalog, and a business glossary.
• Ensure compliance with federal and New York State transportation data standards.
• Lead a cross-functional Data Stewardship committee and create data sharing agreements.
• Work with transportation data formats such as SAE J2735, GTFS, and WZDx.
• Support Intelligent Transportation Systems (ITS), Traffic Management Centers (TMC), ATMS, and Connected and Automated Vehicle (CAV) data.

Required Experience:

• 7+ years in data framework and policy development (data governance, data lifecycle management)
• 6+ years in data quality, metadata, and standards (data catalog, business glossary)
• 6+ years in stakeholder collaboration (Data Stewardship committees, data sharing agreements)
• 4+ years with transportation data formats (SAE J2735, GTFS, WZDx)
• 4+ years with ITS architecture, TMC, ATMS, and CAV data
• 4+ years in a team manager or supervisory role

Education (one required):

• Bachelor’s degree in Data Science, Information Technology, or Civil Engineering (transportation focus), or
• Certified Data Management Professional (CDMP)
