Summary
This is a hands-on manual testing position, not an automation-testing role. The strongest candidate will combine healthcare operations knowledge with experience developing test cases, maintaining requirements traceability, documenting defects, and supporting defect resolution.

Project Overview
This position supports a large-scale Medicaid Management Information System modernization program. The program is transforming the processes and technology used to administer Medicaid services, including the transition from traditional fee-for-service claims administration toward managed-care and health-outcome-focused programs.
The QA Analyst will work with project teams, business stakeholders, test leads, developers, and the Project Management Office to ensure technical solutions meet documented healthcare, policy, functional, and technical requirements.
Key Responsibilities
- Review business requirements, healthcare policies, functional requirements, and technical designs.
- Translate requirements and policy documentation into detailed test scenarios and test cases.
- Develop and execute functional and technical test cases under the direction of test leads and senior testers.
- Perform manual testing, including:
- Functional testing
- Regression testing
- Smoke testing
- Usability testing
- Boundary testing
- Analyze test results and identify functional or technical issues.
- Clearly document defects, expected results, actual results, and reproduction steps.
- Participate in defect triage, retesting, validation, and resolution.
- Maintain traceability between requirements, technical designs, software components, and test cases.
- Assist with the creation and maintenance of requirements traceability matrices.
- Prepare test results, QA documentation, status reports, and defect reports.
- Follow established SDLC, testing, governance, and documentation standards.
- Communicate testing progress, risks, blockers, and open defects to project stakeholders.
- Collaborate effectively with business analysts, developers, project managers, test leads, and healthcare-program stakeholders.
Required Qualifications
- At least three years of experience with healthcare operations and business processes, preferably Medicaid.
- At least two years of experience translating business requirements or policy documentation into test cases and scenarios.
- At least two years of experience performing manual software testing.
- Knowledge of manual-testing techniques, including functional, regression, smoke, usability, and boundary testing.
- Experience personally developing and executing test cases.
- Experience documenting defects and participating in defect triage and retesting.
- Ability to maintain traceability between requirements, designs, and test cases.
- Strong analytical and problem-solving skills.
- Excellent written and verbal communication skills.
- Bachelor s degree in a technical, business, healthcare, or related field.
Relevant experience may substitute for formal education.
Preferred Qualifications
- Direct Medicaid or MMIS testing experience.
- At least two years of experience supporting large enterprise or e-business systems.
- At least three years of experience with QA tools such as:
- Jira
- Azure DevOps
- TestRail
- Comparable testing or defect-management platforms
- Experience creating or maintaining requirements traceability matrices.
- At least three years of experience working within a formal SDLC.
- Experience with both Waterfall and Agile delivery methodologies.
- Experience supporting state-government, healthcare-payer, or public-healthcare technology projects.
- Technical, testing, Agile, or project-management certification.
