Job Description:

  • The Enterprise Testing Project Manager provides leadership, planning, and execution oversight for N16 Testing initiatives supporting the Navy’s enterprise IT and MyNavy HR transformation efforts. This role is responsible for managing integrated testing activities across multiple systems and releases, including functional, regression, integration, UAT, and release readiness efforts supporting both legacy and modernized capabilities.

  • The Enterprise Testing Project Manager serves as a trusted advisor to leadership, product owners, system integrators, and stakeholders ensuring alignment between As-Is and To-Be environments, maintaining continuity of operations, managing testing risks and dependencies, and driving disciplined execution across complex technical environments so that new capabilities are validated and legacy systems are safely retired without disruption to the Fleet and Sailor support.

Role & Responsibilities:

Program & Project Management:

  • Maintain accountability and ownership in concert with the Program Manager and Assistant Program Manager of program delivery success pertaining to:
    • Quality of products/services.
    • Cost management.
    • Schedule management.
    • Management effectiveness.
  • Lead and manage multiple Testing teams providing leadership, guidance and clear direction to drive collaboration and successful results across the project.
  • Ensure structured and standardized implementation and execution pertaining to deliverables management to comply with contractual requirements outlined in the performance work statement. 
  • Listen actively to stakeholders and proactively identify gaps, risks, or misalignments requiring leadership attention, and turn this information into action where appropriate to promote proactive information exchange and customer service success across the project.
  • Lead and manage multiple, concurrent testing initiatives in a fast-paced Navy enterprise environment.
  • Develop, maintain, and update the Integrated Master Schedule/testing schedules, resource plans, KPIs, and monthly status reports, tracking significant activities, milestones, and due dates in support of Navy requirements.
  • Ensure delivery of testing efforts meets scope, cost, schedule, performance, and quality objectives.
  • Establish accountability across internal teams, external partners, and stakeholders to ensure successful execution.
  • Coordinate priorities, staffing needs, timelines, and dependencies across simultaneous test efforts.
  • Develop and maintain a communications plan and supporting artifacts to organize and manage testing activities.

Test Planning & Execution Oversight:

  • Serve as the accountable party for taking inventory and properly planning for multiple concurrent and planned testing events across the enterprise, keeping leadership apprised of work plans, schedules, readiness levels and risks to execution.
  • Lead planning and execution of functional, regression, integration, smoke, UAT, UX, and release readiness testing activities.
  • Ensure testing workflows, test plans, schedules, environments, data needs, test cases, defect management tools and processes, and other resources are prepared to support successful execution.
  • Monitor test progress, blockers, risks, and defect trends to maintain schedule and readiness objectives.
  • Support defect triage governance, prioritization, retesting coordination, and closure readiness.
  • Ensure testing artifacts meet documentation, auditability, and contract deliverable standards.
  • Oversee analysis of Functional Requirements Documents (FRDs) to ensure test cases are properly scoped and potential defects are reported.

Readiness Reviews & Governance Support:

  • Lead preparation and facilitate critical test gate reviews including User Testing Test Readiness Reviews (UTTRR), Production Readiness Reviews (PRR), and other key events aligned to testing policy.
  • Consolidate metrics, risks, issues, and testing outcomes into decision-ready leadership packages; provide objective readiness assessments and recommendations for release or deployment decisions.

  • Ensure testing activities align with N16 governance processes, priorities, and reporting requirements.
  • Produce After Action Reports (AARs) and lessons-learned documentation following key testing events and IMS reviews.

Testing Support:

  • Lead planning and execution of functional, regression, integration, smoke, UAT, UX, and release readiness testing activities.
  • Partner with Program Managers to ensure critical system functions, dependencies, and operational requirements are fully documented and captured.

Requirements, Planning & Agile Execution;

  • Gather, analyze, and refine business and technical requirements, translating them into executable project plans and schedules.
  • Manage internal and external project resources and facilitate Agile ceremonies such as sprint planning, backlog refinement, and execution tracking (as applicable).
  • Apply Agile methodologies (Scrum, Kanban) while ensuring governance and documentation standards are met.
  • Manage timelines, dependencies, and milestones in Agile or hybrid environments.
  • Participate in user story grooming sessions to confirm requirement and scope changes are reflected in test scripts and reports.

Stakeholder & Leadership Engagement:

  • Ensure consistent, frequent, and effective communication among all stakeholders, including:
    • N16 leadership.
    • Program Managers.
    • Developers and system integrators.
    • Product owners.
    • Transformation and testing teams.
    • Internal leadership.
    • Internal testing teams.
  • Serve as the resident subject matter expert on project execution, Navy testing policy, industry standards, and enterprise delivery expectations.
  • Prepare and present leadership briefings, reports, and other products suitable for senior leadership consumption, often requiring short-turn timelines, while maintaining quality and timeliness expectations for all products.
  • Collaborate across core functions/workstreams across the software development lifecycle including requirements, governance, organization change management, continuous process improvement, risk management, and other relevant teams.
  • Provide critical support to the government in determining end user test resource requirements, including the quantity and role of testers, needed to ensure a comprehensive and successful test event.

Quality, Risk & Change Management:

  • Ensure consistency and adherence to quality standards across deployed solutions and testing deliverables.
  • Identify, communicate, track, and mitigate project risks, issues, and dependencies across workstreams.
  • Act as a change agent, working with business partners to ensure new or revised processes are implemented seamlessly and improve program performance.
  • Proactively anticipate challenges and resolve conflicts to maintain momentum and alignment.

Documentation & Deliverables:

  • Ensure timely submission of recurring PWS deliverables, including status reports, staffing plans, IMS updates, communications plan updates, project plans, test plans, test progress/results reports, and defect reports.
  • Develop and maintain the Testing Concept of Operations (CONOPS) and Standard Operating Procedures (SOPs).
  • Ensure all deliverables meet the 100%-inspection standard and the >95% on-time submission Acceptable Quality Level defined in the PWS Performance Standards.

Required Qualifications:

  • Bachelor’s degree in Business, Information Technology, Engineering, or related field.
  • Active Secret clearance.
  • 6+ years of IT project management experience (minimum), including management of medium to largescale DoD or Navy IT initiatives.
  • Demonstrated experience delivering complex IT solutions into production, including software and/or hardware projects.
  • Strong background in Navy or DoD IT environments (Navyspecific experience strongly preferred).
  • Experience managing cost, schedule, performance, and risk within governance-driven environments, including building and maintaining integrated master schedules, project plans, and communications plans.
  • Ability to write and deliver executivelevel communications and briefings.
  • Selfstarter with strong leadership presence, capable of directing tasks and anticipating engagement needs without prompting.

Desired Qualifications:

  • Experience supporting MyNavy HR platforms, Navy HR business systems, or Tier 0 selfservice capabilities.
  • Experience with IT Business Continuity Planning (BCP), Business Case Acquisition Cycle (BCAC), and annual system test execution.
  • Strong understanding of Business Process Management within enterprise IT organizations.
  • Agile delivery experience using Scrum and/or Kanban frameworks.
  • Certifications preferred:
    • PMP or PMIaligned certification
