Team Size: Each Business Analyst may be assigned to test multiple projects.

The IT Healthcare Consultant – Business Analyst (BA) – Advanced will be assigned to projects supporting the South Carolina Department of Health and Human Services (SCDHHS), the Medicaid Agency for South Carolina.

Project Scope
SCDHHS is seeking an IT Healthcare Consultant – Business Analyst (BA) – Advanced to assist with the implementation of small to large projects.

Position Responsibilities
The principal duties of this position are to evaluate agency needs, as-is and to-be business processes, and technical designs to provide analysis and advice on strategies for both information technology solutions and non-technical solutions.
The IT Healthcare Consultant – Business Analyst (BA) – Advanced will provide detailed analysis and document business processes and requirements.
Specific Duties
The Business Analyst will:
- Serve as a liaison between the business programs community and the IT organization to provide technical solutions that meet user needs.
- Possess expertise in the business unit(s) supported, along with an understanding of the IT organization's systems and capabilities.
- Analyze business partners' operations to understand their strengths and weaknesses and identify opportunities to automate processes and functions.
- Assist with business process redesign and documentation as needed for new technology.
- Conduct efficient requirements-gathering sessions with multiple stakeholders to capture business requirements.
- Translate high-level business requirements into functional specifications for the IT organization and manage changes to those specifications.
- Educate the IT organization on the direction and needs of the business.
- Negotiate agreements and commitments by facilitating communication between business unit(s) and IT from initial requirements through final implementation.
- Maintain an understanding of technological trends and use this knowledge to bring solutions to supported business units and enhance the enterprise's competitive edge.
- Execute requirements development activities, including elicitation, analysis, specification, and validation.
- Document and analyze agency business processes and recommend improvements.
- Document and analyze data requirements and relationships.
- Participate in requirements management processes, including:
- Change control
- Version control
- Tracking and status reporting
- Requirements traceability
- Provide requirements interpretation and guidance to technical and testing teams.
- Proactively identify risks, issues, and action items and contribute to possible solutions.
- Interact with internal and external organizations, including:
- Vendors
- State government agencies
- Federal government agencies
- State providers
- Beneficiaries
- Other stakeholders
- May make recommendations regarding buy-versus-build decisions.
- Research business rules, requirements, and models.
- Maintain business rules, requirements, and models in a repository.
- Perform other project-related duties as required.
Required Skills
The following skills are listed in the SOW in order of importance:
- At least 1 year of business analysis experience with IBM Cúram software.
- At least 1 year of experience working on government IT projects as a Business Analyst or in related duties.
- At least 1 year of experience eliciting, mining, and documenting business rules and processes.
- At least 2 years of Medicaid Eligibility or other healthcare insurance experience.
Preferred Skills
Preferred skills are listed in the SOW in order of importance:
- General Subject Matter Expertise related to Medicaid or other healthcare insurance, including project or operations experience.
- MMS experience, either project or operations experience.
- Microsoft Office Project / Project Server experience.
Required Education
- Bachelor's degree in a technical, business, or healthcare field.
Additional Skills & Duties
The successful candidate should possess:
- Superb written and oral communication skills, including the ability to write requirements and Use Cases.
- Very strong proficiency in English.
- Experience and ability to obtain business process and requirements information by:
- Interviewing business personnel.
- Mining laws, regulations, and policy documents.
- Knowledge of formal business process documentation.
- Understanding of business modeling techniques, including the use of graphical process-flow software.
- Ability to effectively communicate with:
- Executive management

Key Candidate Profile
The ideal candidate will combine Business Analysis, Medicaid/Healthcare Insurance, Government IT, and IBM Cúram experience, with strong requirements gathering, business-process analysis, documentation, stakeholder management, and communication skills. The role requires the ability to work across business and IT teams and support projects ranging from small to large implementations.
