About the Role:
Oregon DSL is replacing its Excel-based Stream Compensatory Mitigation Accounting Calculator (SCMAC) with a more user-friendly application. You will assess the current workbook, evaluate platforms against DSL's selection matrix, recommend the best fit (which may still be Excel), convert the calculator, and beta test it with DSL staff.

Responsibilities:

• Assess the current Excel SCMAC and document its core functionality
• Evaluate Excel and other tools using the DSL selection matrix, and present the findings in writing and verbally
• Recommend the most suitable platform with justification
• Convert the SCMAC while preserving the SCMAU formula logic
• Build automatic error flagging for missing or incorrect entries
• Lock formulas so external users can only enter data where allowed
• Beta test with DSL project examples and deliver written results
• Attend three required meetings (1–2 hours each)

Required Skills:

• Experience converting complex spreadsheet calculators or models into user-friendly applications
• Advanced Excel: complex formulas, data validation, sheet/workbook protection, error handling
• Platform comparison and recommendations for non-technical stakeholders
• Desktop and mobile-friendly builds using widely available off-the-shelf tools
• Input validation, real-time error flagging, and formula security
• Test planning, beta testing, and strong technical writing and presentation skills
• Ability to work with regulatory or environmental SMEs and turn rules into working logic

Preferred:

• Power Apps, Google Sheets, or lightweight web app experience
• State/local government or environmental program experience
• Accessibility and plain-language design familiarity
