Summary
CONSULTANT TASKS
Task A – Project Delivery Methods
- Develop and finalize project scope, schedule, and design-services budget, and lead technical project delivery in accordance with approved parameters.
- Ensure technical delivery aligns with the approved scope, schedule, and budget.
- Maintain design team productivity and efficiency throughout the project lifecycle.
- Manage consultant design services and conduct internal audits of consultant work.
- Lead design progress meetings, track action items, and coordinate with project engineers and stakeholders.
Task B – Design-Bid-Build Projects
- Coordinate multidisciplinary design activities to prevent conflicts, interferences, errors, and omissions.
- Support oversight of large multidisciplinary design efforts as needed.
- Finalize and issue bidding documents, complete QA/QC activities, and secure required approvals and permits.
- Provide responsive design support during construction, including meetings, site visits, RFIs, submittals, and PACCs.
Task C: Alternate Delivery Projects
- Support preparation of technical materials for Design-Build solicitation documents and Basis of Design.
- Oversee technical design teamwork, including expedited reviews of submissions, shop drawings, and RFIs.
- Coordinate technical design workflows to ensure timely processing of submittals and RFIs for assigned project areas.
- The proposed Senior Project Principal candidate on/off-site consultant shall have a minimum of twelve (12) years of progressively more responsible positions managing a multidisciplinary team in delivering the design of transportation projects, including experience as a Lead Engineer/Architect and must present the following qualifications to be considered eligible for this position:
Mandatory Staff Qualifications
- Bachelor’s degree in engineering from an accredited college or university.
- Demonstrated leadership skills and experience managing a diverse workforce with varying work backgrounds, expertise, and levels.
- Demonstrated ability to understand and navigate a complex organizational structure.
- Strong interpersonal skills and the ability to be persuasive with staff at all levels.
- Valid driver’s license.
- Internal applicants must meet performance and attendance standards and have completed all probationary periods. Applicants’ attendance and job performance records will be reviewed in accordance with Port Authority policy.
Desired Project Skills
- Licensed to practice Engineering in New York, New Jersey. or both.
- Demonstrated experience in establishing project plans, setting priorities, coordinating activities, handling multiple tasks simultaneously, and delegating tasks and responsibilities that are multi-faceted and complex.
- Proficiency in Microsoft Office, AutoCAD, Revit, PDPS, Primavera P6, SharePoint, eBuilder, SAP, WinTrak, Microsoft Project, and Bluebeam Revu.
- Superior oral and written communication skills, strong interpersonal skills, and experience in problem solving, negotiation, and conflict resolution.
- Experience managing a full-service, multi-disciplined technical project team engaged in all phases of engineering design for transportation facilities.
- Rapid adaptability to new information, continuous improvement, changing conditions, or unexpected obstacles; and track record of acting decisively and effectively under pressure.
- Results oriented, with a strong customer focus.
- Strong knowledge of the Port Authority of New York and New Jersey Engineering’s delivery process including design and construction management, construction cost estimating, and project budgeting and scheduling processes.
- Experience with alternative procurement strategies.
- Working knowledge of applicable building codes and laws governing design in the Port Authority of New York and New Jersey region.
