Job Description

Our client is seeking an experienced Program Manager to lead a major transition to a new banking partner across multiple business divisions and functions responsible for revenue collection, deposit activities, payment processing, and other financial operations.

The Program Manager will oversee program deliverables, resources, timelines, risks, dependencies, and stakeholder coordination across the selected banking partner, business divisions, Office of Commission Comptroller (OCC), and Enterprise Technology Services (ETS).

The role will also support the implementation of new banking technologies and services, ensuring business requirements are clearly documented and existing processes are evaluated and streamlined to take full advantage of the new capabilities.

Responsibilities

• Lead and manage a large, cross-functional banking transformation program.
• Coordinate activities across multiple business divisions, technology teams, internal stakeholders, and the selected banking partner.
• Develop and maintain program plans, schedules, milestones, dependencies, risks, issues, and action items.
• Manage program deliverables, resources, budgets, timelines, and priorities.
• Facilitate requirements gathering and ensure complete business and technical requirements are documented.
• Work with business divisions to analyze current processes and identify opportunities for improvement.
• Facilitate process redesign and implementation of new banking technologies and services.
• Coordinate vendor and stakeholder activities throughout the banking partner transition.
• Identify and manage program risks, issues, assumptions, dependencies, and mitigation plans.
• Lead status meetings, steering committee meetings, working sessions, and stakeholder communications.
• Provide regular program status reporting to leadership.
• Ensure effective communication between business, technology, vendor, and executive stakeholders.
• Support change management, testing, implementation, and transition activities.
• Ensure program activities remain aligned with organizational objectives, timelines, and requirements.

Required Qualifications

• Active PMP certification is REQUIRED.
• Strong experience as a Program Manager managing complex, enterprise-level initiatives.
• Experience managing cross-functional teams and multiple workstreams.
• Strong experience in requirements gathering, process improvement, and business transformation.
• Demonstrated experience managing vendors, technology teams, business stakeholders, and external partners.
• Excellent communication, presentation, organizational, and stakeholder management skills.
• Experience with project/program governance, risk management, issue resolution, and executive reporting.
• Ability to work onsite in Richmond, VA at least 3 days per week.

Preferred Qualifications

• Banking or financial services experience.
• Experience with banking partner transitions, payment processing, deposit operations, treasury, revenue collection, or financial operations.
• Experience implementing banking technology or financial systems.
• Agile/Scrum experience.
• Experience with SAFe.
• Change management and business process transformation experience.
