Role Summary / Purpose
Senior Engineer - Plant I&C System Design performs a range of activities such as; requirements management, systems architecture and design, reactor protection, plant process control and monitoring plus automation logic, algorithm, input/output, and set-point development as well as develop plant, system, and component, equipment, platform specifications, diagrams, data lists with associated functional, performance, and environmental qualification plans. Participates in cross- discipline reviews and work planning. Scope covers test and power reactors including nuclear and turbine island, balance of plant and yard.
Selection preference given to individuals deployed from suppliers with; 1) prior DOE experience, 2) operational staff performing similar work for other customers, 3) possibility of non- GEH work, and 4) facility <6 hours driving distance.
Onsite presence, both planned and emergent, maybe as low as 50%. ship Only - US Government DOE or DOD projects.
Essential Responsibilities
Prepare design basis information using a requirements management approach for; plant I&C systems architecture, reactor protection, diverse back-up, plant control and monitoring (C&M) and automation functions
Prepare design documents in accordance with plant level ones such as; safety design strategy, safety and transient analysis, probabilistic risk analysis, orders, regulatory guidance, industry standards, human factors, safety hazards, reliability, cyber security, customer technical requirements, etc.
Prepare design documents by eliciting requirements from plant level requirements documents as well as system level requirements documents such as; system design description (SDD), piping and instrumentation diagrams (P&IDs), heating ventilation and
air conditioning (HVAC) duct and instrumentation diagrams (D&ID s), etc.
Architect assignment of reactor protection, diverse back-up, and plant process C&M as well as automation functions on discrete relay, analog, or digital equipment
Optimize assignment of functions on digital hardware and software platforms between distributed control systems (DCS) or stand-alone programmable logic controllers (PLC s) including associated data communications inter-operability and integration
Prepare process control designs using applicable techniques such as; proportional-integral-derivative (PID), cascade, feed forward, 1, 2, and 3 sensor element, etc.
Prepare detailed design documents, diagrams, drawings, datasheets, databases, lists, reports, specifications such as; functional block, sequential flow, ladder logic, digital logic, input/output (I/O) data tables, dynamic modelling and simulation, equipment electrical and heating loads, envelope or outline physical and layout 3D models and 2D drawings
Prepare component and equipment purchase specifications including; function, performance, interface, installation, and equipment qualification
Perform instrument application engineering including setpoint calculations with detailed knowledge of actual sensors and transducers including their original equipment manufacturer (OEM) model capabilities
Prepare instrument datasheets, instrument connection wiring diagrams (I-CWD), or loop diagrams, instrument installation drawings, instrument rack lists, instrument rack drawings, etc.
Develop initial or conceptual simplified logic followed by increasingly higher fidelity intermediate preliminary or final detailed design plant logic using Visio in a manner that supports dynamic simulation that is independent from the down-stream DCS platform or PLC OEM s specific configurator tools or environments
Collaborate on post- final detailed design phase OEM specific analog, relay, DCS, or PLC implementation teams to develop, perform, and review unit, module, system, and integration test plans and results including; simulation, independent verification and validation (V&V), factory acceptance test (FAT), multi-system integration factory acceptance test (MFAT), site acceptance test (SAT) and pre-operational tests as well as licensing inspection, test, or analysis and acceptance criteria (ITAAC)
Use structured design change, configuration, document management involving; design verification (DV), independent verification and validation (IV&V), quality assurance (QA), etc.
Lead plant I&C design for C&M functions and systems covering:
o Safety-Related {NRC} or Safety Class (SC) {DOE} [e.g.; reactor protection system]
o Significant to safety, regulatory treatment of non- safety systems (RTNSS) {NRC} or Safety Significant (SS) {DOE} [e.g.; fuel and auxiliary pool cooling system]
o NonSafety-Related (NSR) {NRC} or Non- Safety (NS) {DOE} [e.g. moisture separator/reheater system]
Perform plant C&M functions, sub-system and systems design
Perform cost-benefit optioneering or trade-off studies for technical risk, function, performance, margin, and cost optimization
Ensure design bases is adequately documented and conforms with nuclear [DOE, NRC, CNSC, UK ONR, IAEA] regulations, guidance, generic design certifications, licensing commitments, and applicable industry standards [ANSI, ASME, IEEE, IEC, ISA]
Use variety of modern software based tools for; requirements [DOORS], design [Visio], analysis [Matlab], change, configuration, and document management
Identify, confirm, document, and lead resolution of technical issues
Qualifications / Requirements
Bachelor of Science in Engineering, Nuclear, Physics, Chemistry, Mathematics, Computer Science or Technology, Electrical, Software or Systems Engineering or equivalent 4 year technical degree
15 years of experience with solid skill and knowledge of design, requisition, or field engineering related or similar to one or a combination of BWR "core" control and monitoring functions and systems including;
o reactor protection system, OR
o engineered safety functions and auxiliary system, OR
o standby liquid control system, OR
o diverse protection system, OR
o leak detection and isolation system, OR
o nuclear boiler system, OR
o fuel and auxiliary pool cooling system, OR
o reactor water cleanup and shutdown cooling system, OR
o gravity driven cooling system, OR

o reactor component closed cooling water, OR
o steam bypass and pressure control system, OR,

Additional Desired Characteristics
Master of Science in Engineering, Physics, Chemistry, or Mathematics or equivalent 4 year technical degree
Professional Engineer - Control Systems by National Council of Examiners for Engineering and Surveying (NCEES)
PMI/PMP certified or proven project management experience
Senior Reactor Operator (SRO)
Experience with various quality standards; NQA-1, AS9000, ISO9000
Experience in DCS, or PLC application, deployment and support engineering of complex, high reliability, harsh environment, real time operating digital systems preferably microprocessor based involving single point failure criterion, dual-triple-quad redundancy, signal acquisition, data processing, inter-networking, separation, human factors, safety hazards, reliability, simulation, cyber security requirements, using modern platforms [e.g.; GE Mark-VIe/ControlST, Allen-Bradley, Westinghouse CommonQ, DeltaV, Foxboro I/A, Triconex TRICON, Emerson Ovation, Siemens System7 or TelepermXP]
