This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.

PURPOSE:
This scope of work is for application architect services to provide design, team direction, technical guidance, code review, development work, design documentation, and other IT systems enhancement and remediation tasks required for the Florida PALM project to support operations of the CLIENT. 

Note: The Department of Financial Services is transitioning from their legacy financial system to a modern solution called PALM – Planning, Accounting, and Ledger Management System. This transition impacts CLIENT interfaces and systems that currently interface with DFS legacy application. The project to implement the required system remediation is referred above as the PALM project.

MANDATORY Technical/Business Skill Set Requirements
Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
Min 13-15+ years in IT
Bachelor’s Degree in Computer Science, Information Systems, or other related field; or equivalent work experience.
Ten years of leadership of successful development and implementation of applications in Azure environment.
Ten years of architect/tech lead, design and development experience with .NET application and Entity framework.
Ten years of experience leading technology projects.
Ten years of experience creating and reviewing ERDs and understanding data and processes.
Ten years of Object-Oriented programming, ASP.NET, JavaScript and application development using C#.
Five years of experience with MVC.
Five years of experience with Azure Build and Deployment automation processes.
Five years of experience with Azure DevOps, including pipelines, triggers, blob storage, data migration (between cloud and on-prem), data warehouse, scheduling VMs, and Webjobs, ADF, Graph API, ARM templates.
Five years of experience with Reporting Tools such as Crystal, SSRS, Power BI or similar technologies.
Five years of experience with Azure cost analysis.
3 years of experience in managing information technology projects.
3 years of experience in developing detailed project documentation for Executive Management.
3 years of experience with change management procedures.
3 years of experience with managing a mix of local/virtual teams.
3 years of experience with management and facilitation of external stakeholder groups.
Experience with Azure ASE and integration with SQL MI.
Experience with Azure Data Warehouse and integration with SQL MI.
Florida State experience preferred.

CONTRACTOR RESPONSIBILITIES:
Contractor will perform the following tasks in the time and manner specified:

Collaborate with the project manager, business analysts, and other technical leads to collect and clarify functional and technical requirements as directed by the Department.
Conduct remediation of application architecture as directed by the Department.
Assist the Project Manager with monitoring, estimating, and tracking development team productivity as directed by the Department.
Assist project manager, business analysts, and other technical leads with development tasks as directed by the Department.
Provide technical guidance to developers and Department Project Manager as directed by the Department Project Manager and Department.
Provide technical training and guidance to development team members as directed by the Department.
Conduct code review as directed by the Department.
Work with the Department Office of Information Technology and all other development teams to analyze and minimize costs associated with the Azure environment as directed by the Department.
Modify, create, and test application code and database code for remediation with a zero-defect rate as directed by the Department.
Document application modifications and additions as coding tasks are assigned by the Department Project Manager and Department, and store in a document repository as directed by the Department.
