Job Description

Working under the Assistant Executive Director of Operations, under nominal direction, this executive team management position directs the Department of Business Operations. The Director of Business Operations directs business intelligence functions, including data systems, analytics, and geographic information systems, as well as program controls such as budgeting, procurement, and contract management. This position also manages national interoperability and toll service agreements. The role is responsible for developing strategic direction and providing support for performance management and data-driven decision-making across Information Technology, Customer Service, Business Operations, and other enterprise-wide departments and initiatives.

DUTIES, FUNCTIONS AND RESPONSIBILITIES:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  • Lead the enterprise Data and AI practice, including the strategy, governance, acquisition, integration, quality, and lifecycle management of organizational and GIS data assets.
  • Develop and execute NTTA's Data and AI roadmap, ensuring alignment with organizational priorities, business objectives, and technology strategies.
  • Drive the adoption and advancement of AI capabilities, including Large Language Models (LLMs), machine learning, predictive analytics, and other data-driven solutions.
  • Partner with business leaders, data governance stakeholders, and the PMO to identify, prioritize, scope, and deliver high-value data and AI initiatives.
  • Establish and mature enterprise data governance and stewardship programs while advancing analytics capabilities from descriptive reporting to predictive and prescriptive decision support.
  • Identify cross-functional opportunities, dependencies, and sequencing requirements to support enterprise-wide data maturity and digital transformation efforts.
  • Collaborate with cybersecurity, architecture, and technology teams to ensure data platforms and AI solutions meet security, privacy, risk management, and regulatory requirements.
  • Manage vendor relationships, contracts, licensing agreements, and budget planning associated with data, analytics, GIS, and AI platforms. Lead the strategy, delivery, and ongoing support of enterprise data, analytics, GIS, and AI solutions that enhance organizational performance and decision-making.
  • Direct and develop high-performing teams through recruitment, coaching, performance management, succession planning, and employee development while fostering a culture of innovation, collaboration, accountability, and continuous improvement.

Supervisory/Leadership Responsibilities:

Responsible for the full range of supervisory activities including selection, training, evaluation, coaching, employee development, performance management, and recommendation for corrective action or dismissal. Establishes departmental goals and objectives, manages resource allocation and budgets, and promotes a culture of accountability, innovation, collaboration, and continuous improvement

Minimum qualifications:

Education:

Bachelor's degree: Computer Science, Information Systems, Data Science, Analytics, Artificial Intelligence, Geographic Information Systems (GIS), Business Administration, or a related field.

Years of Experience:

Eight (8) years of progressively responsible experience in data management, analytics, business intelligence, GIS, artificial intelligence, or related technology disciplines, of which three (3) years must include supervisory or management experience.

PREFERRED QUALIFICATIONS:

Master's degree: Data Science, Artificial Intelligence, Computer Science, Information Systems, Business Analytics, Business Administration, or a related field.
