Job Title: Financial Project Manager - (PMP, PeopleSoft FSCM)

Location: New York, NY - Onsite (4 days/wk onsite - 1 day/wk remote) 
Employment Type: 35 hours/week
Duration: (with potential for extension): 1 year
Start Date: July 1, 2026
Hourly Rate: W2 Hourly: $60 - $72/hour; C2C/1099: $75 - $80/hour

Overview:

We are seeking a Financial Project Manager (PeopleSoft FSCM) who will support our MTA client. This role will provide financial analysis, budget planning oversight, PeopleSoft FSCM reporting support, and PMO portfolio management guidance for technology-related initiatives.
  • The ideal candidate will have strong knowledge of MTA financial requisitions and procurement processes, as well as, ensure all PMO managed projects within the assigned program portfolio adhere to the MTA IT Project Development Lifecycle framework.

Duties:
  • Lead and guide Project Managers and Business Analysts to ensure consistent, high-quality project management discipline across technology-related initiatives.
  • Facilitate regular program reviews with IT leadership and steering committee stakeholders to communicate project portfolio health, including schedule, scope, budget, risks, and issues.
  • Manage project delivery teams from initiation through closure while maintaining adherence to PMO standards and the client IT Project Development Lifecycle framework.
  • Develop, supervise, and assign resources to manage and control PMO projects related to the selection, acquisition, development, and implementation of major information systems.
  • Track program-wide and individual project costs associated with internal IT labor, hardware, software, and ongoing maintenance to define actual project costs.
  • Assist the Director of PMO with defining the IT project portfolio, aligning programs to enterprise priorities, and supporting the direction of the client.
  • Partner with IT Governance to estimate timelines and resources needed to achieve program and project goals.
  • Assist with the development and monitoring of the PMO unit financial plan and related costs.
  • Identify project dependencies, issues, and risks; determine mitigation strategies and action plans to support successful delivery.

Mandatory Qualifications:
  • 8+ years’ experience relevant experience, including at least four (4) years of progressive IT managerial experience overseeing four (4) or more professional staff on a cross-functional team and/or in an administrative management capacity.
  • 5+ years’ experience in finance and budget planning oversight activities.
  • Demonstrated experience managing budget planning, budget oversight activities, and a full budget plan.
  • 3+ years’ experience of recent PeopleSoft FSCM financial oversight capabilities and reporting.
  • 2+ years’ experience with PeopleSoft Application FSCM financial reporting.
  • Strong knowledge of MTA financial requisition and procurement processes.
  • Proven knowledge of IT project management processes and methodologies.
  • Proven leadership implementing project management processes, including scope, risk, schedule, budget, and quality management within an IT department or division.
  • Excellent people management skills with the ability to select, motivate, develop, manage, and coach technical and analytical staff as direct reports or in a matrix environment.
  • Exceptional presentation, facilitation, written communication, executive communication, issue escalation, and issue resolution skills.
  • Advanced proficiency in Microsoft Office applications.


Desirable Qualifications:
  • Project management and/or agile development certification, such as PMP from the Project Management Institute or Certified ScrumMaster (CSM).
  • Deep familiarity and experience with multiple development methodologies, including Agile, Waterfall, and Scrum, used in technology product and/or solution design, build, and implementation.
  • Proven team leader with strong communication and leadership skills in building high-performing teams.
  • Strong interpersonal skills with the ability to build and maintain effective work relationships with individuals at all levels and with division leads.

Educational & Certification Requirements:
  • Bachelor''s degree in Finance, Accounting, or a related field is required.
  • Project management and/or agile development certification is preferred.
