Job Summary:
Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.
The Scrum Master is responsible for facilitating Agile delivery, enabling high‐performing cross‐functional teams, and ensuring consistent application of Scrum principles and practices. This role supports delivery of enterprise data, analytics, and modernization initiatives by fostering collaboration, transparency, and continuous improvement.
The Scrum Master serves as a servant leader and coach to the product owner, development team, and stakeholders, removing impediments, promoting Agile best practices, and ensuring alignment with program and organizational goals.
Key Responsibilities
- Analyze business objectives, user requirements, and operational procedures to identify improvement opportunities.
- Perform cost/benefit analysis and recommend optimal solutions.
- Document detailed functional requirements, workflows, and system specifications.
- Collaborate with stakeholders to gather and validate input/output requirements and reporting formats.
- Evaluate system capabilities and feasibility of proposed changes.
- Facilitate Agile ceremonies: Sprint Planning, Daily Stand-ups, Sprint Reviews, and Retrospectives.
- Act as a servant leader to Agile teams, promoting collaboration and accountability.
- Identify, track, and remove impediments impacting team performance.
- Coach teams on Agile principles, self-organization, and continuous improvement.
- Monitor and report on sprint metrics, velocity, and delivery progress.
- Support enterprise-scale IT, data, and modernization initiatives.
Required Skills & Experience- 8+ years of experience as a Scrum Master for Agile teams delivering technology or data platforms.
- 8+ years of experience facilitating Agile ceremonies (Sprint Planning, Stand-ups, Reviews, Retrospectives).
- Strong experience in identifying, tracking, and resolving team impediments.
- Proven ability to coach teams on Agile principles, self-organization, and continuous improvement.
- Hands-on experience with Agile lifecycle management tools (e.g., Jira).
- Experience in tracking and reporting sprint metrics, velocity, and delivery progress.
- Experience working on enterprise or large-scale IT initiatives.
- Strong business analysis skills including requirement gathering, process analysis, and documentation.
- Ability to perform cost/benefit analysis and evaluate system feasibility.
Preferred Skills & Experience- 4+ years of experience working on state or government technology projects.
- Scrum Master certification such as CSM, PSM, or equivalent.
