This is a grant-funded position.

Position Overview:
The Full Stack Developer serves as a senior application developer responsible for designing, deploying, and maintaining enterprise cloud-based applications supporting Harris County Public Health operations. This position provides advanced technical expertise in application architecture, cloud services, and software deployment while serving as a technical lead for development initiatives.
Duties and Responsibilities:
  • Designs, develops, configure and deploy enterprise single-page web applications using C#, Angular, REST APIs, and Visual Studio within Azure environments.
  • Monitor, administer, and maintain Microsoft Azure application services and cloud infrastructure.
  • Implement cloud best practices for security, scalability, monitoring, and performance optimization.
  • Lead project meetings with customers to gather business requirements and develop technical solutions.
  • Provide technical guidance and mentorship to development team members.
  • Support application lifecycle management, DevOps processes, and continuous integration/continuous deployment (CI/CD).
  • Other duties as assigned include special tasks involved in responding to an emergency event.

Requirements
Education:
  • Bachelor's degree in Computer Science, Information Systems, Information Technology, Software Engineering, or a closely related field.

Experience:
  • Six (6) years of progressively responsible experience developing and deploying enterprise applications, including experience with cloud platforms, application architecture, and Microsoft Azure services.

Knowledge, Skills and Abilities:
  • Knowledge of enterprise application architecture and Microsoft Azure cloud services.
  • Proficiency in C#, ASP.NET, Angular, REST APIs, SQL databases, DevOps practices, CI/CD pipelines, and cloud security principles.
  • Skill in developing, deploying, monitoring, and maintaining cloud-hosted applications and Azure services.
  • Ability to lead complex development projects, provide technical guidance, communicate effectively with stakeholders, manage competing priorities, and ensure compliance with County technology, security, and regulatory standards.

General Information
Position Type, and Typical Hours of Work:
  • Full-Time | Grant-Funded Position
  • Monday - Friday | 8 am - 5 pm
  • Hours may vary based on the business needs of the department or task requirements.
  • May require periodic overnight travel and long hours/overtime during emergencies/disasters.
Work Environment:
  • Work is primarily performed in a standard office environment requiring prolonged periods of sitting, standing, walking, and the use of a computer and other office equipment.
Physical Demands:
  • The position requires visual acuity to read computer monitors and technical documentation, as well as the ability to communicate effectively in person, by telephone, and through virtual meetings.
  • Occasional lifting and carrying of equipment or materials weighing up to 25 pounds may be required.
  • Occasional travel to County facilities, project sites, or meetings may be necessary.
