Location: Remote - Continental United States
Hours: Monday-Friday, 8:00 AM-5:00 PM Pacific (PST Preferred)

About the Role
We are seeking a Senior Business Analyst / Business Architect to support a large-scale public-sector healthcare and Medicaid transformation program.
This is not a traditional requirements-gathering BA position. We need someone who can operate at an enterprise level, understand a complex business problem, identify the root cause, connect business needs to broader organizational and technology considerations, and develop a clear approach forward.
The successful candidate will combine strong business architecture and analysis capabilities with meaningful public-sector healthcare, Medicaid, CMS, or MITA domain experience.
What You'll Do
Lead complex business capability assessments, business process modeling, analysis, and process improvement initiatives.
Evaluate business problems holistically and identify root causes rather than simply documenting requirements.
Determine whether challenges are best addressed through technology, business process, organizational change, governance, or a combination of approaches.
Develop current-state and future-state business models, capabilities, processes, and roadmaps.
Define strategies, principles, and standards that guide business architecture across an enterprise.
Support the Medicaid Information Technology Architecture (MITA) framework and State Self-Assessment activities.
Facilitate cross-functional working sessions, bringing stakeholders with competing priorities toward clear decisions, owners, and next steps.
Translate federal and state healthcare policy changes into impacts across business capabilities, systems, requirements, testing, and supporting evidence.
Support CMS certification readiness, governance, compliance, and ongoing program modernization.
Communicate effectively with senior leaders and produce executive-ready work products.
Work independently in an ambiguous, complex environment while proactively identifying risks, roadblocks, and dependencies.

M1: Minimum of three (3) years of FTE experience working on business models, business capabilities, and roadmaps.
M2: Minimum of three (3) years of FTE experience defining strategies, principles, and standards to guide business architecture efforts across an organization.
M3: Minimum of three (3) years of FTE experience working to deploy enterprise-wide business and Information Technology (IT) initiatives.

What We're Really Looking For
Beyond the mandatory qualifications, domain expertise is a major differentiator.
We are particularly interested in senior candidates with approximately 6-7+ years of relevant experience who have spent meaningful time in public-sector healthcare, Medicaid, CMS, or closely related Health & Human Services environments.
Candidates should be able to speak the language of the healthcare domain and understand how CMS, Medicaid programs, MITA, funding, certification, governance, and modernization initiatives intersect.
Recent experience matters. Candidates whose healthcare/CMS experience is dated should be able to demonstrate that they understand the current Medicaid and CMS environment, rather than relying solely on experience from earlier stages of their careers.
We are also looking for someone willing to remain hands-on. This is a senior role, but it is not purely strategic or advisory. The right person can operate at a high level while still digging into problems, facilitating sessions, developing artifacts, and doing the analytical work required to move the program forward.
Preferred Experience
Bachelor's degree from an accredited college or university.
Public-sector healthcare, Medicaid, or Health & Human Services experience.
Experience with CMS certification goals and processes.
Experience with the MITA Framework.
Enterprise business architecture and capability modeling.
Business process modeling and re-engineering.
Organizational change management.
Governance design and implementation.
Cross-functional and executive-level stakeholder facilitation.
Understanding of business processes and their relationship to underlying technology.
Experience identifying organizational interdependencies, redundancies, and opportunities for improvement.
