Job Title: Senior Program Manager, Cloud Migration
Job Location: Tallahassee, FL (on-site)
Job Duration: Contract through September 2028
Overview: Responsible for leading cloud migration initiatives within the Florida Health Care Connections modernization program. The person is expected to own project planning, scheduling, risk management, stakeholder communications, cutover planning, budget oversight, and coordination of technical teams while ensuring enterprise cloud migrations are delivered successfully and with minimal business disruption.
Job Tasks and Activities:



  • Serve as the Cloud Migration Project Manager responsible for planning, coordinating, and delivering cloud migration initiatives.

  • Plan and manage migrations of applications, infrastructure, and data to cloud platforms.

  • Develop and maintain detailed project plans, schedules, scope statements, resource plans, and dependency mappings.

  • Create and manage rollback and contingency plans for migration activities.

  • Lead day-to-day project execution and monitor progress against milestones.

  • Track and manage project schedules, dependencies, risks, issues, and action items.

  • Coordinate activities among cloud architects, engineers, security teams, business units, vendors, and leadership.

  • Serve as the primary point of contact for all project stakeholders.

  • Facilitate project meetings, status reviews, and stakeholder communications.

  • Provide regular project status reporting to management and executive leadership.

  • Identify, document, and mitigate project risks.

  • Manage project issues through resolution and escalation processes.

  • Administer and track change requests and change control activities.

  • Maintain project documentation, CRAIDL logs, risk registers, issue logs, and lessons learned repositories.

  • Coordinate workloads and project activities across multiple cloud environments and technical teams.

  • Support cloud architecture and engineering teams by ensuring project alignment with target-state designs.

  • Plan and manage migration cutovers, readiness reviews, go-live activities, and post-implementation support.

  • Develop and execute communication plans for migration events and project milestones.

  • Monitor project budgets and forecast cloud-related expenditures during migration efforts.

  • Manage resource allocation and scheduling across internal staff, contractors, and vendors.

  • Work with both technical and non-technical stakeholders to ensure project objectives are achieved.

  • Support compliance with Agency project management standards, reporting requirements, and governance processes.

  • Prepare and submit weekly progress/status reports detailing accomplishments, challenges, risks, and upcoming activities.

  • Maintain and submit accurate project timesheets and supporting documentation.

  • Participate in PMO governance, oversight activities, and project reviews.

  • Perform additional project management duties as assigned by the PMO Lead.


Required Experience:



  • Bachelor's degree in Information Technology, Computer Science, Business, or a related field (or equivalent practical experience).

  • 3-5 years of project management experience.

  • At least 2 years of experience managing cloud or infrastructure-related projects.

  • Experience delivering large-scale enterprise IT projects involving significant budgets, multiple teams, and cross-functional dependencies.

  • Experience managing projects through the full lifecycle, including planning, execution, monitoring, and delivery.

  • Experience managing project plans, schedules, timelines, budgets, and resource allocation.

  • Working knowledge of at least one major cloud platform, including AWS, Microsoft Azure, or Google Cloud.

  • Experience with cloud migration strategies such as lift-and-shift, re-platforming, and re-architecting.

  • Experience coordinating technical teams, business stakeholders, vendors, and leadership groups.

  • Experience managing risks, issues, dependencies, and change control processes.

  • Experience providing executive-level project status reporting and communications.

  • Experience coordinating migrations across multi-cloud or hybrid cloud environments.

  • Experience using project management and collaboration tools such as Jira, Microsoft Project, and Microsoft Planner.

  • Experience working within Agile, Scrum, Waterfall, or hybrid project management methodologies.

  • Familiarity with cloud networking, security, infrastructure, and data migration considerations.

  • Exposure to Infrastructure as Code (IaC) technologies and DevOps practices, including Terraform and CI/CD pipelines.

  • Experience planning and coordinating cutover activities, production deployments, and go-live implementations.

  • Experience maintaining project documentation, risk registers, issue logs, and lessons learned repositories.

  • Strong stakeholder management experience with both technical and non-technical audiences.

  • Ability to manage multiple concurrent workstreams in a complex enterprise environment.

  • Project Management Professional (PMP), Certified ScrumMaster (CSM), or similar project management certification preferred.

  • Experience working in fast-paced, changing technical environments with competing priorities.


Preferred Experience:



  • Experience coordinating migrations across multiple cloud providers in multi-cloud or hybrid-cloud environments.

  • Project Management Professional (PMP), Certified ScrumMaster (CSM), or equivalent project management certification.

  • Familiarity with cloud networking, security, and data migration best practices.

  • Exposure to Infrastructure as Code (IaC) concepts and tools.

  • Exposure to DevOps methodologies and practices.

  • Experience with Terraform or similar infrastructure automation platforms.

  • Experience working with CI/CD (Continuous Integration/Continuous Delivery) pipelines.

  • Strong organizational and time-management skills.

  • Ability to manage multiple projects, workstreams, and competing priorities simultaneously.

  • Strong problem-solving and analytical skills.

  • Ability to remain calm and structured in high-pressure situations.

  • Collaborative leadership style with the ability to build trust across technical and business teams.

  • Experience working closely with cloud architects, infrastructure teams, security teams, and business stakeholders.
