Senior Subject Matter Expert-Project Manager

Project Description :
Seeking two (2) Senior Subject Matter Experts-Project Managers (SME-PMs) to provide direct support for our Technology Optimization Program (TOP). The Senior SME-PMs will assist OSEC project management team on a large-scale applications development project. The Senior SME-PMs will primarily serve in the support of existing applications and configuration of new functionality on an enterprise-wide platform.Performance Period: 02/02/2026 to December 31, 2026, with potential for renewal for 2027.Performance Location: Washington, DC Campus, On-site.

Qualification Requirements :
A minimum of 5 years of experience as a senior project manager.Candidate must be able to effectively plan projects as well as communicate with stakeholders to define requirements and resolve issues.

Skills Requirements :
Proficiency in requirements gathering and documentation techniques (e.g., use cases, user stories, process flows)Experience with business processKnowledge of Agile methodologies and experience working in Scrum teamsFamiliarity with SQL for data querying and basic database conceptsProficiency in requirements management tools (e.g., JIRA, Azure DevOps)Proficiency in project management software (e.g., Microsoft Project)Strong analytical and problem-solving skills, with the ability to translate complex business needs into technical requirementsExperience with Agile and traditional project management methodologiesKnowledge of risk management and mitigation strategiesProficiency in collaboration and communication tools (e.g., Microsoft Teams)Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word)Familiarity with version control systems (e.g., Git or SharePoint) for documentation managementExperience with stakeholder management tools and techniquesProficiency in creating and maintaining project documentation, including technical specifications and user manuals **U.S. citizenship is a requirement.*** BS/BA in Information Systems, Computer Science, or related field is HIGHLY DESIRABLE.*** Video interview is required.
