Onsite/Local Govt Data Architect (15+) with SQL, Database Management Systems, Data Modeling/Architecture/Design, Shell Scripting, operational data stores/marts experience

5.2.1 Required Qualifications
A minimum of 7 years of experience with large and complex database management systems.
Bachelor s or Master s Degree in Computer Science, Information Systems, or other related field. Or equivalent work experience.
5.2.2 Tasks
At a minimum, the Consultant(s) shall perform the following tasks:
Responsible for enterprise-wide data design, balancing optimization of data access with batch loading and resource utilization factors.
Knowledgeable in most aspects of designing and constructing data architectures, operational data stores, and data marts.
Focuses on enterprise-wide data modeling and database design.
Defines data architecture standards, policies and procedures for the organization, structure, attributes and nomenclature of data elements, and applies accepted data content standards to technology projects.
Responsible for business analysis, data acquisition and access analysis and design, Database Management Systems optimization, recovery strategy and load strategy design and implementation.
Works on multiple projects as a project leader or as the subject matter expert.
Works on projects/issues of high complexity that require in-depth knowledge across multiple technical areas and business segments.
Coaches and mentors more junior technical staff.
Scope of Work
The Vendor s employee (hereinafter Consultant ) shall perform the following under Contract in the completion of the project:
4.1 Follow Department IT processes and coordinate with other Department IT staff to ensure compliance with Department standards.
4.2 Works closely with other IT groups and customers to define customer needs and objectives.
4.3 Analyze and assess the Department s network infrastructure and operations.
4.4 Recommend and implement policies and procedures for the day-to-day operations.
4.5 Maintain SQL database tables to track electronic records, case files and outgoing document requests.
4.6 Create queries and accurately interpret multiple data sets.
4.7 Write shell scripts to automate repetitive tasks in order to streamline workflow; transform specialized data into formatted reports.
4.8 Analyze business procedures and recommend specific types of data to improve processes.
4.9 Develop conceptual and logical data models, data collection systems, data analytics and other strategies to optimize statistical efficiency.
4.10 Identify and implement data migrations and case management system tuning; evaluates for new or upgraded operating systems; assists in the development of a comprehensive long-range plan to meet departmental bureau system requirements.
4.11 Analyze and develop queries in various technical systems to complete reconciliation of OECS case work.
4.12 Identify and analyze trends or patterns in complex data sets.
4.13 Serve as the data processing administrator for all OECS intake data from various entities and complainants.
4.14 Provide OECS staff with data resources from election related databases needed for case intake, investigation and management.
4.15 Design and deliver ad-hoc reporting for the OECS.
4.16 Create Technical Design Documentation, Process flow Diagrams, Data Flow Diagrams.
a. Cultivate end-user interaction, requirement gathering, and development as per functional specifications.
4.17 This project does not require travel outside of Tallahassee, Florida.
