Position Summary

We are seeking an experienced Information Technology Specialist 5 (Enterprise IT) to provide senior-level technical leadership across enterprise IT domains, including application development, infrastructure, cybersecurity, databases, enterprise platforms, product management, and IT operations.

The ideal candidate will lead enterprise-wide initiatives, drive technology modernization, manage cross-functional technical teams, oversee large-scale IT projects, and ensure the delivery of secure, scalable, and high-performing technology solutions aligned with organizational goals.

Key Responsibilities

Enterprise Technology Leadership

• Provide senior-level technical leadership across enterprise applications, infrastructure, cybersecurity, databases, cloud platforms, and enterprise systems.
• Lead and mentor technical teams while assigning work, reviewing deliverables, and ensuring adherence to organizational standards and best practices.
• Collaborate with executive leadership and stakeholders to develop technology strategies aligned with business objectives.

Business Analysis & Solution Design

• Analyze complex business processes and identify opportunities for automation and digital transformation.
• Gather and document business and technical requirements for enterprise applications.
• Develop business process models, workflow diagrams, functional specifications, and solution documentation.
• Recommend innovative technology solutions that improve operational efficiency.

Enterprise Application Development

• Design, develop, implement, and maintain enterprise applications, databases, and technology platforms.
• Ensure systems meet performance, scalability, reliability, and security requirements.
• Lead modernization initiatives by integrating emerging technologies into enterprise environments.

Project & Product Management

• Lead enterprise IT projects from initiation through implementation.
• Define project scope, schedules, budgets, resource allocation, and delivery plans.
• Manage risks, project dependencies, vendor relationships, and stakeholder communications.
• Develop and manage product roadmaps and lifecycle strategies for enterprise technology solutions.

Quality Assurance & Testing

• Establish enterprise testing strategies, quality assurance processes, and automation standards.
• Ensure applications meet functional, performance, security, and compliance requirements.
• Manage defect tracking, resolution, and release readiness.

Infrastructure & Platform Administration

• Oversee installation, configuration, maintenance, upgrades, and optimization of enterprise platforms.
• Perform capacity planning, performance tuning, disaster recovery planning, and business continuity activities.
• Monitor system health, availability, and enterprise platform performance.

Security & Compliance

• Lead enterprise cybersecurity initiatives including:
  • Incident response
  • Vulnerability management
  • Threat detection
  • Risk mitigation
  • Security compliance
• Ensure enterprise systems comply with organizational security policies and regulatory requirements.

IT Service Management (ITSM)

• Manage and optimize ITSM processes including:
  • Incident Management
  • Problem Management
  • Change Management
  • Configuration Management
  • Capacity Management
  • Availability Management
  • Disaster Recovery
• Coordinate planned outages and production support activities while ensuring SLA compliance.

Vendor & Contract Management

• Manage technology vendors, procurement activities, software licensing, and contract negotiations.
• Monitor vendor performance and ensure compliance with service-level agreements (SLAs).
• Evaluate technology investments and provide strategic recommendations.

Documentation & Training

• Develop enterprise IT policies, standards, procedures, and technical documentation.
• Create dashboards, reports, and executive-level presentations.
• Deliver technical training and knowledge transfer sessions for internal teams.

Required Qualifications

Applicants must meet one of the following qualifications:

Option 1

• Bachelor''s degree in any discipline.
• Minimum 3 years of professional experience in one or more of the following:

• Minimum 5 years of relevant IT experience plus applicable industry certifications or qualifying academic coursework.

Option 5

• Current experience as an Information Technology Specialist 4 within the State Executive Branch meeting promotional requirements.
