Summary
Title - Film Digitization, IT, and Maintenance Support Services
Location: Washington, DC
Security Clearance :Active Top Secret Clearance with SCI Eligibility Required
Roles & Responsibilities
- Retrieve, handle, clean, repair, digitize, and store space-based and airborne film products.
- Retrieve film canisters from Government film libraries and repository locations.
- Inspect film products for defects, degradation, damage, and preservation concerns.
- Perform film cleaning and repair activities in preparation for digitization.
- Digitize historical aerial imagery utilizing Apex Meridian Dragon and Leica DSW700 scanning equipment.
- Produce digitized imagery products in accordance with Government priorities, standards, and technical specifications.
- Generate TIFF, GeoTIFF, NITF, NPJE, and other required imagery products supporting customer requests and accessioning requirements.
- Perform metadata tagging, indexing, image conditioning, and image conversion activities.
- Support geotagging, georeferencing, and orthorectification processes.
- Execute quality assurance and quality control procedures supporting imagery production activities.
- Validate image quality, image completeness, metadata accuracy, and product compliance requirements.
- Ensure compliance with established file naming conventions and digital organization standards.
- Transfer digitized imagery products to network repositories, removable media, and archival storage systems.
- Document the status, location, and disposition of digitized imagery products.
- Label, track, inventory, and maintain accountability of removable media assets.
- Support customer imagery requests, production priorities, and accessioning requirements.
- Perform scanner operation, calibration, maintenance, and troubleshooting activities.
- Support data transmission, storage management, and digital archive operations.
- Complete DTO responsibilities associated with classified data transfer operations.
Education
- Bachelor''''s degree in Information Technology, and ten (10) years of relevant technical experience Computer Science, Geospatial Science, Imaging Science.
Certifications
- Certifications related to digital imaging, geospatial technologies, data management are preferred.
- GEOINT / geospatial analysis certifications
- Digital imaging, archival preservation, Metadata management certifications
- Cloud or data-related certifications (AWS, Azure, or equivalent)
Minimum Qualifications
- Must possess an active Top Secret clearance and be eligible for SCI access.
- Use, maintenance, and calibration of book, microfilm, microfiche, and long-roll film scanners, including, but not limited to, FlexView, FlexScan, NextStar, Leica DSW700, iS2 CopiBook, and Phoenix scanners.
- Metadata tagging, conditioning, indexing, and digital conversion of raw TIFFs into various GEOINT file formats.
- Generation and use of GEOINT file formats, including, but not limited to, TIFF, GEOTIFF, NITF, and NPJE
- Use of GEOINT software, including, but not limited to, ENVI, ArcGIS, NextStar, IrfanView, Archive Manager, Scan2Spec, Scan2NITF, GDA and Google Earth
- Geotagging, georeferencing, and orthorectification
- Must have Knowledge of cloud services, tape racks, long-term data storage, and data transmission
- Must possess experience utilizing enterprise collaboration and communication platforms including Microsoft Teams, Zoom, Skype, and Cisco Jabber.
- Must possess experience utilizing Microsoft Office applications for documentation, reporting, and administrative functions.
- Must possess experience supporting Windows operating systems administration, scanning hardware configurations, software updates, security patch implementation, and technical troubleshooting activities.
- Must have experience in Intelligence Community and Department of Defense organizations and the USG security classification systems.
- Must be able to work at an elevated height, bending, and kneeling.
- Ability to lift 25 lbs and stand for long periods
- Individuals must be able to aptly distinguish colors on various film types and systems.
- Ability to obtain and maintain NextScan OEM certification within 60 days of contract award or onboarding.
- Ability to perform Tier 1 and Tier 2 troubleshooting, calibration, component replacement, and routine maintenance activities on NextScan Apex Meridian Dragon systems.

Desired Experience
- Experience digitizing historical aerial, airborne, or space-based imagery.
- Retrieve, handle, clean, repair, digitize, and store space-based and airborne film on multi-network repositories, in a variety of film types and formats.
- Adhere to established procedures for retrieving film canisters from the film library, inspect film for defects and damage, perform necessary repairs, and clean film in preparation for digitization.
- Perform digitization of historical aerial film on Apex Meridian Dragon and DSW equipment to government specification and prioritization.
- Experience maintaining scanning equipment including Apex Meridian Dragon, FlexScan, Leica DSW700, iS2 CopiBook, Kodak Film Cleaner, Phoenix Thumbnail Scanner, or similar imaging systems
- Scanning technicians are expected to scan approximately 10 cans per day, per individual (50 cans per week, per individual) on Meridian Dragon scanners.
- Scanning technicians are expected to fulfill customer requests that utilize NARA film within five business days of film delivery using DSW equipment.
- Internal holdings must be scanned and delivered to customers within 96 hours for processing at NGA Washington using DSW equipment.
- Perform tasks as required to generate TIFF, GeoTIFF, and NITF format files to fulfill customer requests and accessioning requirements.
- Execute required quality assurance procedures to ensure digitization of hard copy film is thoroughly reviewed to meet standards that maximize utility. Adhere to established naming conventions for digitized outputs, and that all files are systematically organized for easy access and retrieval.
- Carry out tasks necessary for the transfer and storage of digitized data to network and removable media storage, while recording the required information to document the status and location of the digitized data.
- Ensure all removable media is accurately labeled, tracked, and recorded in the database.
- Technicians are required to complete the agency-provided DTO (Data Transfer Officer) training as part of their responsibilities in fulfilling digitization duties.
Required Skills
- Demonstrated experience handling, inspecting, cleaning, repairing, and preparing historical film products for digitization activities in accordance with established operational procedures and preservation standards.
- Experience supporting digitization of historical aerial, airborne, or space-based imagery utilizing high-volume scanning equipment and imagery production workflows.
- Experience operating Apex Meridian Dragon scanners to support large-scale film digitization, imagery conversion, and archival preservation activities.
- Experience operating Leica DSW700 scanners to support customer-requested imagery production, accessioning requirements, and historical imagery exploitation efforts.
- Experience operating, maintaining, and calibrating digitization equipment including FlexView, FlexScan, NextStar, Leica DSW700, iS2 CopiBook, Phoenix, and similar imaging platforms.
- Experience performing scanner calibration, preventive maintenance, equipment troubleshooting, and operational sustainment activities to ensure maximum equipment availability and production readiness.
- Experience generating and validating GEOINT imagery products including TIFF, GeoTIFF, NITF, NPJE, and other imagery formats in accordance with Government requirements and technical specifications.
- Experience performing metadata tagging, indexing, image conditioning, image enhancement, and digital conversion activities supporting imagery exploitation and archival management processes.
- Experience utilizing GEOINT software applications including ENVI, ArcGIS, NextStar, Archive Manager, IrfanView, Google Earth, or similar imagery processing and geospatial analysis tools.
- Experience supporting geotagging, georeferencing, orthorectification, and spatial data correction activities to enhance imagery accuracy and usability.
- Experience supporting digital repository management, archival storage operations, long-term data preservation activities, and imagery accessioning workflows.
- Experience transferring, storing, tracking, labeling, and maintaining accountability of digitized imagery products across network repositories, removable media, and archival storage systems.
- Experience supporting classified data handling procedures, media accountability requirements, and secure data transfer operations within Intelligence Community or Department of Defense environments.
- Knowledge of Intelligence Community organizations, Department of Defense mission environments, and U.S. Government security classification systems associated with imagery and information management activities.
- Experience executing quality assurance and quality control procedures involving imagery validation, product inspection, metadata verification, defect identification, and compliance reviews.
