Personnel and Qualifications:
The resource must demonstrate deep expertise in integrated schedule management, critical path methodology, Microsoft Project, risk management, and program-level schedule coordination in large-scale public-sector technology modernization programs.
Required Qualifications:
Bachelor's or Master's degree in project management, Business Administration, Information Technology, or a related field; or equivalent professional experience.
Minimum ten (10) years of progressive experience in project or program schedule management, with at least five (5) years on large-scale IT modernization or transformation programs.
Expert-level proficiency in Microsoft Project, including critical path analysis, resource leveling, baseline management, schedule performance monitoring, and schedule reporting.
Demonstrated experience developing and maintaining integrated program schedules across multiple concurrent workstreams, incorporating resource constraints, milestones, and task dependencies.
Proven experience identifying, escalating, and documenting schedule risks and issues, and developing mitigation strategies in coordination with project managers and program leadership.
Experience working within program management offices (PMOs) on large-scale government or enterprise technology programs, supporting multiple project managers and workstream leads.
Experience working in a matrixed environment of contractor, vendor, and state government resources.
Ability to organize and prioritize in a high production, fast-paced environment.
Demonstrated ability to coach and transfer knowledge on Microsoft Project best practices, schedule performance monitoring, and reporting to project management teams with varying skill levels.
Strong strategic planning and leadership skills, with demonstrated ability to communicate complex schedule and project management information clearly to audiences with varying levels of technical knowledge.
Proficiency with the full Microsoft 365 suite including Project, Teams, SharePoint, Excel, Word, and PowerPoint; able to produce professional-quality schedule reports and status materials independently.
Experience coaching and mentoring project management teams on schedule management, Microsoft Project usage, and scheduling best practices in a large program environment.
Strong collaboration, facilitation, and relationship-building skills with experience working across diverse contributor groups including project managers, SMEs, and agency program staff.
Current Project Management Professional (PMP) certification from the Project Management Institute (PMI), or equivalent, in good standing. Must maintain throughout the term.
