Position Title: Lead Power BI Developer
Work Location: Remote at Des Moines, IA 50309
Duration: 9 Months with Possible Extension
Role Level: Lead / Senior (Contract)

Position Overview

An internal team of Power BI developers is being established to support this transformation. The project is seeking a highly skilled Lead Power BI Developer to provide technical leadership, establish development standards, mentor team members, and ensure delivery of high-quality, reliable, and accessible reporting solutions.
The Lead Power BI Developer will work under general direction to design, develop, test, deploy, and maintain modern reporting solutions supporting daily business operations, program leadership, and analytical initiatives. Reporting solutions will leverage data from BigQuery-based data marts and will be distributed through approved enterprise and agency channels.

Key Responsibilities

Lead the design, development, modernization, and migration of legacy reports into enterprise Power BI solutions.
Serve as the technical lead for a team of 4+ Power BI developers, providing mentoring, technical direction, code/design reviews, and development guidance.
Establish and promote Power BI development standards, reusable patterns, best practices, and governance procedures.
Collaborate with business stakeholders, program teams, data engineers, ETL developers, and other technical teams to define reporting requirements and ensure accurate data sourcing.
Develop and maintain Power BI semantic models, datasets, dashboards, and interactive reports using data from BigQuery data marts and enterprise data sources.
Translate complex business requirements into intuitive, scalable, and visually effective reporting solutions.
Apply data visualization and user-experience best practices to create clear, accessible, and actionable reports.
Ensure Power BI solutions comply with enterprise governance, security, accessibility, naming, documentation, and deployment standards.
Perform unit testing, data validation, reconciliation, and quality assurance to ensure reporting accuracy, reliability, and consistency.
Investigate and resolve data, report, performance, and visualization issues.
Collaborate with ETL and data engineering teams to identify and resolve data quality, transformation, and integration issues.
Participate in report migration and validation activities associated with the transition from mainframe and legacy reporting platforms.
Conduct peer reviews and provide technical feedback to Power BI developers.
Assist with performance optimization of Power BI reports, semantic models, and queries.
Support deployment and release activities across applicable development, test, and production environments.
Gather, document, and validate business and technical requirements with stakeholders.
Develop and maintain technical documentation, report specifications, data definitions, testing documentation, and operational support materials.
Provide technical presentations, demonstrations, and knowledge transfer to both technical and non-technical audiences.
Identify opportunities to improve reporting processes, standards, performance, and maintainability.

Required Skills and Experience

5+ years of hands-on experience developing Power BI reports, dashboards, and enterprise reporting solutions in a production environment.
Demonstrated experience with Microsoft Power BI, including report development, dashboards, semantic/data models, DAX, Power Query, and data visualization.
Proven experience serving as a Technical Lead or senior technical resource for a team of 4 or more developers.
Demonstrated experience with ETL processes and Business Intelligence/Reporting tools.
Strong understanding of relational databases, data warehousing concepts, data modeling, and enterprise reporting architectures.
Experience working with large or complex datasets and developing performance reporting solutions.
Experience integrating Power BI with cloud-based and enterprise data platforms.
Strong understanding of data visualization principles and the ability to present complex information in an intuitive manner.
Experience with report testing, data validation, reconciliation, and quality assurance.
Strong understanding of Power BI governance, security, deployment, and development standards.
Excellent written and verbal communication skills.
Ability to effectively communicate technical concepts to both technical and non-technical stakeholders.
Strong analytical, problem-solving, and troubleshooting skills.
Ability to work independently while coordinating effectively with cross-functional teams.

Preferred Qualifications

Experience working with Google Cloud Platform (GCP) BigQuery.
Experience migrating or modernizing reports from mainframe or legacy reporting platforms to Power BI.
Experience working with enterprise SQL data warehouses.
Experience with Power BI Service, workspaces, deployment pipelines, and enterprise administration/governance practices.
Experience with advanced DAX, Power Query/M, and Power BI performance optimization.
Experience developing and implementing Power BI standards and reusable development frameworks.
Experience with data governance, data quality, metadata, and reporting documentation.
Experience working in large-scale government, public-sector, healthcare, human services, or other highly regulated enterprise environments.
Knowledge of accessibility standards and accessible report design.
Experience coordinating reporting initiatives involving multiple business and technical teams.

The Lead Power BI Developer will be responsible for contributing to and/or overseeing:
Modernization of legacy reports into Power BI.
Development of standardized Power BI reports and dashboards.
Enterprise-ready Power BI semantic models and datasets.
Data validation and reconciliation between legacy and modernized reporting solutions.
Power BI development standards and reusable best practices.
Technical and functional reporting documentation.
Testing and quality assurance artifacts.
Knowledge transfer and mentoring for Power BI development team members.
Successful delivery of reporting solutions aligned with project timelines and stakeholder requirements.

Education

Bachelor’s degree in computer science, Information Systems, Data Analytics, Business, or a related discipline is preferred.
Equivalent professional experience may be considered in lieu of a degree.
