Summary

Ideal Candidate Profile: Seeking a highly experienced Senior Project Manager to lead the planning, coordination, and implementation of technology and network infrastructure initiatives associated with the construction and transition to the new Central State Hospital (CSH) Behavioral Health facility.
This role requires strong experience managing large-scale facility technology implementations, network infrastructure buildouts, relocation/migration projects, and cross-functional program delivery. The ideal candidate will have deep expertise in network deployment planning, infrastructure coordination, vendor management, budget oversight, and risk management within highly regulated environments.
The new Central State Hospital facility will support 252 total beds, including Civil and Maximum-Security units, and will involve transitioning multiple healthcare support operations including Lab, Pharmacy, Radiology, Dental, and Physical Therapy services into the new hospital environment.
The Senior PM will work closely with executive leadership, Business Systems Analysts, the IT Director, VITA network teams, and multiple stakeholders to ensure successful project execution through all phases of the initiative.
Key Responsibilities
Project & Program Management
  • Lead and manage complex infrastructure and technology implementation projects across multiple workstreams.
  • Develop and maintain comprehensive project plans, schedules, resource plans, risk registers, and status reporting.
  • Drive successful project delivery throughout the full project lifecycle.
  • Coordinate procurement activities, resource allocation, and operational transition planning.
  • Ensure adherence to DBHDS and VITA governance standards and project management methodologies.
Network & Facility Implementation
  • Oversee planning and implementation of network technologies for the new hospital facility.
  • Coordinate requirements gathering, technical reviews, and approval processes with IT Network teams.
  • Support development and validation of Network Bill of Materials (BOM).
  • Facilitate deployment planning for technology systems connected to the network infrastructure.
  • Collaborate with infrastructure, operations, and technical teams to support facility relocation and migration efforts.
Stakeholder & Team Leadership
  • Manage relationships with executive leadership, project sponsors, business owners, technical teams, and external partners.
  • Lead cross-functional teams and ensure accountability for project commitments and deliverables.
  • Remove roadblocks and facilitate resolution of technical and operational issues.
  • Communicate project progress, risks, timelines, and budget impacts to stakeholders.
Risk, Budget & Compliance Management
  • Manage project budgets, timelines, scope, and risk mitigation strategies.
  • Ensure compliance with funding reporting requirements and VITA oversight processes.
  • Track and communicate project health from schedule, cost, and risk perspectives.
Required Qualifications
  • 10+ years of Senior Project Management experience leading large-scale IT infrastructure or facility technology projects.
  • Strong experience with network facility buildouts and implementation of network technologies.
  • Experience managing projects involving facility moves, relocations, or operational transitions.
  • Proven experience working in complex program management environments with multiple workstreams.
  • Strong understanding of infrastructure deployment planning and technical coordination.
  • Experience managing budgets, risks, timelines, and executive-level reporting.
  • Experience with MS Project, Microsoft Office Suite, and standard PM tools.
  • Strong leadership, communication, stakeholder management, and organizational skills.
Preferred Qualifications
  • Experience with Data Center migration projects.
  • Familiarity with creating or supporting Network Bill of Materials (BOM).
  • Experience working with healthcare, government, or highly regulated environments.
  • Experience collaborating with VITA or similar state governance organizations.
