Job Title: GIS Governance Coordinator
Location: Richmond, VA (Hybrid) Local only
Duration: 12+ Months Contract
Position Overview
We are seeking an experienced GIS Governance Coordinator to support the Client in establishing, enhancing, and managing enterprise GIS governance practices. This role will lead strategic initiatives focused on GIS governance, data lifecycle management, workforce role standardization, and enterprise-wide GIS data quality. The ideal candidate will possess strong expertise in GIS technologies, data governance, stakeholder management, and process improvement while collaborating with cross-functional teams to drive organizational GIS initiatives.
Key Responsibilities
- Lead the development, implementation, and continuous improvement of enterprise GIS governance practices.
- Establish and maintain governance documentation, standards, policies, and procedures for GIS operations.
- Coordinate enterprise-wide GIS governance initiatives, including data inventory, metadata management, stewardship, and lifecycle governance.
- Facilitate collaboration across business units to ensure consistent adoption of GIS governance standards and best practices.
- Support GIS strategic planning initiatives aligned with VDOT business objectives.
- Develop and maintain documentation related to governance frameworks, workflows, and operational processes.
- Prepare executive reports, dashboards, presentations, and governance committee briefings.
- Conduct research, process analysis, and workflow documentation to improve GIS governance maturity.
- Partner with business stakeholders, technical teams, and leadership to identify governance opportunities and resolve data management challenges.
- Support workforce role standardization, GIS competency development, and governance-related special projects.
- Promote continuous improvement initiatives to enhance enterprise GIS capabilities and data quality.
Required Qualifications
- Minimum 8 years of experience working with GIS principles, enterprise GIS environments, and spatial data management.
- Minimum 8 years of experience with data governance, including:
- Data Stewardship
- Data Lifecycle Management
- Metadata Management
- Data Quality Management
- Minimum 8 years of experience managing complex projects involving multiple stakeholders and cross-functional teams.
- Strong analytical, research, documentation, and process improvement skills.
- Demonstrated experience documenting workflows, governance processes, and operational standards.
- Excellent written and verbal communication skills with the ability to present technical concepts to both technical and non-technical audiences.
- Minimum 8 years of hands-on experience with GIS technologies, including:
- Esri ArcGIS Platform
- Enterprise Geodatabases
- Spatial Data Services
- GIS Data Management
Preferred Qualifications
- Experience implementing enterprise GIS governance or enterprise data governance programs.
- Familiarity with transportation or public sector GIS data domains.
- Experience developing GIS role definitions, competency models, or workforce skill frameworks.
- Knowledge of enterprise GIS strategic planning and governance best practices.
- Experience supporting large-scale GIS modernization or transformation initiatives.
