Seeking a detail-oriented and process-driven Telecom Expense Management (TEM) Specialist to lead the implementation and ongoing management of the telecom expense management system. This role oversees the full lifecycle of telecom and internet services (covering cellular, facility, and construction site connectivity). This includes but not limited to sourcing and provisioning through invoice validation and financial reporting.
The ideal candidate has experience with TEM platforms, understands telecom billing and circuit provisioning, and can bring consistency, control, and transparency to how we manage connectivity across hundreds of offices and construction sites.

responsibilities:
Key Responsibilities
TEM Platform Implementation & Integration
o Lead deployment and configuration of the TEM solution to manage all telecom and internet assets - including fixed, cellular, satellite and wireless.
o Migrate existing billing and inventory data into the TEM platform.
o Partner with various teams to automate invoice ingestion, validation, and payment workflows.
o Develop and maintain standardized reporting and approval processes.
Circuit Lifecycle Management
o Manage end-to-end lifecycle of all telecom services: sourcing, ordering, provisioning, validation, optimization, and disconnection.
o Coordinate with key stakeholders to ensure timely setup and disconnection of circuits for all locations.
o Maintain accurate inventory of all active circuits, bandwidth levels, vendors, and contract terms.
o Track and manage service lifecycle events such as upgrades, suspensions, and demobilizations.
o Oversee hardware tied to telecom services (MiFis, Cradlepoints, cellular-enabled iPads).
Invoice Management & Financial Oversight
o Collect and standardize all telecom invoices, ensuring completeness and accuracy each billing cycle.
o Validate charges against contracts, inventory, and service records to identify errors or overbilling.
o File and track disputes for credits, missed disconnects, or billing discrepancies.
o Identify cost-saving opportunities by consolidating plans, optimizing pooled data usage, and removing idle services.
o Maintain full audit trails for all telecom payments and adjustments.
Vendor & Stakeholder Coordination
o Act as primary liaison with national and regional carriers including AT&T, Verizon, T-Mobile, Lumen, and local ISPs.
o Coordinate short-term and long-term connectivity solutions depending on project type and schedule.
o Implement a telecom expense management platform, providing a single pane of glass for all telecom-related services across multiple service providers.
o Negotiate favorable pricing, service-level agreements, and flexible contract terms.
o Partner with key stakeholders to align telecom management practices with enterprise financial strategy.
Reporting & Business Intelligence
o Provide visibility into telecom costs to key stakeholders.
o Develop dashboards and executive summaries to track spend trends, forecast demand, and identify anomalies.
o Support annual budgeting and forecasting for telecom and network services.
o Produce KPIs such as cost per facility, uptime, SLA performance, and dispute recovery rate.
qualifications:
Requirements:
- Bachelor Degree in Engineering Technology or related degree from an accredited program required and 7 years of telecommunications engineering experience required, consulting preferred.
- 3-5 years of experience in telecom expense management, network procurement, or IT asset management.
- Hands-on experience with TEM platforms (Brightfin, Calero, Tangoe).
- Strong understanding of circuit provisioning, mobile data management, and telecom billing structures.
- Experience coordinating with multiple vendors and internal teams to manage service delivery.
- Skilled in data analysis, cost validation, and process standardization.
- Highly organized with excellent attention to detail and follow-through.
- Proficiency in Excel and familiarity with ERP or financial systems preferred.
- Strong negotiation and communication skills with the ability to manage carrier relationships and present findings to key stakeholders.
- Comfortable leading process reform in a large organization.
Preferred Skills
- Knowledge of telecom contracts and carrier negotiation.
- Experience integrating TEM systems with ServiceNow and finance platforms.
- Familiarity with broadband, fiber, LTE, SD-WAN, and other connectivity technologies.
- Ability to manage multiple concurrent projects and priorities independently.
- Understanding of field operations or construction project environments.
