Tutulu, LLC is looking for an enthusiastic, well-qualified individual to fill the Workforce Development / Talent Management Lead position and to join our team of qualified, diverse individuals.

The ideal candidate will serve as a Workforce Development / Talent Management Lead for the Deputy Assistant Secretary of the Army for Data, Engineering and Software, (DASA DES), playing a pivotal role in managing and developing talent and workforce development within the organization of 12,000 members. Assists in developing Workforce Development / Talent Management programs, disseminating guidance, interpreting policies and regulations, coordinating with stakeholders and identifying workforce trends to determine strategies. Interacts with leadership within the Assistant Secretary of the Army (ASA) Acquisition, Logistics & Technology (ALT) community, Command Staff Offices, External Organizations, Center Directors/Supervisors/Workforce, and DASA DES personnel.

Communicates effectively both orally and in writing with various organizations to coordinate talent management efforts across the Army.

Performs Workforce Development / Talent Management studies aimed at identifying workforce trends, skill gaps, imbalances, or other similar factors in order to develop short and long-range strategies and plans for reskilling and upskilling. Supports the organization analyzing data from multiple sources to determine suggested improvements to current programs and processes.

Regularly maintains and tracks program data and provides management with periodic reports on the status of Workforce Development / Talent Management programs and the analysis of their effectiveness in achieving the Army's strategic objectives. Provides input on new or proposed Workforce Development / Talent Management initiatives, policies, and procedures to ensure alignment with Army goals.

Responsibilities

SKILLS AND EXPERIENCE - REQUIREMENTS TO QUALIFY - PLEASE ENSURE YOUR RESUME ALIGNS WITH THE FOLLOWING:

  • 3-5 years of experience in workforce development/talent management required
  • Disseminate guidance, interpret policies, and coordinate with stakeholders
  • Experience interacting with ASA (ALT) community, Command Staff, External Organizations, Center Directors/Supervisors/Workforce, and DASA DES personnel
  • Effective communication with various organizations for talent management initiatives across the Army
  • Track program data, provide reports, and offer input on new initiatives aligned with Army goals
  • Experience conducting workforce studies to identify trends, skill gaps, and imbalances
  • Conduct studies on workforce trends and skill gaps, create reskilling/upskilling strategies, and analyze data for improvements
  • Report on workforce development/talent management program effectiveness
  • Offer input on new workforce initiatives, policies, and procedures aligned with Army goals
  • Coordinate with vendors, instructors, and attendees; manage logistics and resolve issues
  • Provide action plan recommendations for operational changes
  • Support and coordinate courses/events, resolve issues, and evaluate effectiveness
  • Assist in executing approved programs and plans
  • Experience in conducting workforce analysis and developing strategic plans
  • Ability to interpret and implement policies and regulations
  • Proficiency in data management and reporting
  • Experience in coordinating and facilitating training courses or events

Education

  • High School Diploma

Skills

  • Knowledge and ability to use Microsoft Office products effectively
  • Ability to comunicate verbally and in writing to obtain and provide information

Security Clearance

A high-level Department of Defense active security clearance may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and that may include lifting to thirty pounds, as necessary.
