 Role Summary 

The successful candidate will lead end-to-end testing activities for a Customer Information System (CIS) implementation or enhancement, ensuring system quality, data integrity, and business readiness prior to deployment. This role exists to provide structured test leadership across functional, integration, and user acceptance testing phases, reducing risk to billing, customer experience, and revenue operations. Scope includes test strategy development, coordination across business and IT teams, defect management, and executive-level reporting of testing progress and risks.


 

Required Qualifications

Experience

  1. 5–7 years of hands-on experience in testing, with at least 2–3 years in a lead or manager role 
  2. Experience supporting CIS implementations or large-scale enterprise system testin
  3. Proven track record managing testing across complex, cross-functional environments 

Technical / Functional Skills

  1. Strong experience with test management tools (JIRA, ALM, Azure DevOps) 
  2. Deep understanding of testing lifecycle, defect management, and QA best practices 
  3. Knowledge of utility industry processes, particularly Meter-to-Cash 

Education / Certifications

  1. Bachelor’s degree in Information Systems, Business, or related field (or equivalent experience) 
  2. Preferred: ISTQB, PMP, or Agile/Scrum certification 

6. Preferred Qualifications

  • Experience with Oracle CC&B, SAP IS-U, or similar CIS platforms 
  • Prior consulting experience in utility or regulated environments 
  • Experience working in large-scale transformation programs 

8. Assumptions & Dependencies

  • Availability of business SMEs for UAT participation 
  • Stable test environments and timely data provisioning 
  • Coordination with system integrators and third-party vendors 
  • Alignment with overall CIS program timeline and PMO governanc

 

Scope of Work / Key Responsibilities

Functional Responsibilities

  1. Lead and manage all phases of CIS testing (SIT, UAT, regression, and cutover validation) 
  2. Develop and execute comprehensive test strategies, plans, and test cases aligned to business requirements 
  3. Coordinate with business SMEs, IT, and vendors to validate end-to-end Meter-to-Cash (M2C) processes 
  4. Oversee defect management lifecycle including triage, prioritization, and resolution tracking 
  5. Ensure test data readiness, environment stability, and alignment with deployment timelines 

Performance & Reporting

  1. Track and report on testing progress, defect metrics, and readiness status 
  2. Develop dashboards and scorecards to provide visibility into test execution and quality trends 
  3. Provide risk-based insights and recommendations to program leadership 
  4. Deliver executive-level summaries on testing status, key risks, and go-live readiness 

Governance & Process

  1. Establish and enforce testing governance, standards, and entry/exit criteria 
  2. Ensure alignment with program PMO and overall project governance structure 
  3. Identify gaps in testing processes and recommend improvements 
  4. Support audit and compliance requirements related to system validation 

Tools, Methods, and Best Practices

  1. Experience with test management tools (e.g., JIRA, HP ALM, Azure DevOps) 
  2. Strong understanding of structured testing methodologies (Waterfall, Agile, or hybrid) 
  3. Familiarity with CIS platforms (e.g., Oracle CC&B, SAP IS-U, or similar) 
  4. Knowledge of utility Meter-to-Cash processes (billing, metering, collections, customer service) 

Stakeholder Engagement

  1. Interface with business stakeholders, IT teams, vendors, and program leadership 
  2. Facilitate testing workshops, defect triage sessions, and readiness reviews 
  3. Provide clear communication across technical and non-technical stakeholders 
  4. Support executive communications and steering committee updates
