Position Title: Data Architect & Technical Lead
Location: Location: Hybrid 2-3 days at office in Annapolis MD
Duration: 12 Months
Position Summary
This role will serve as the primary technical and analytical expert for the COMStat program. This role is responsible for designing and maintaining core data structure, developing data pipelines, leading advanced analytical work, and supporting the creation of dashboards, reports, and open data products.
Key Responsibilities
Data Architecture
  • Design, implement, and maintain the data architecture that supports COMStat dashboards, performance management, and analytic products.
  • Write complex and efficient SQL queries aligned with Teradata architecture and enterprise performance needs.
  • Build and manage ETL/ELT pipelines to ingest, transform, and structure internal and external datasets.
  • Integrate data from multiple systems, APIs, cloud platforms, and external sources to create comprehensive, analysis-ready datasets.
Analytical & Performance Management Support
  • Support team members in conducting advanced data analytics, including data modeling geospatial analysis, and trend identification.
  • Contribute to the development and maintenance of dashboards, reports, and scorecards using Power BI, Tableau, or similar tools.
  • Help translate complex analytical findings into clear, actionable insights using narratives, visualizations, and data stories.
  • Support analytic projects in integrating equity considerations into methods, metrics, and interpretation.
Required Qualifications
  • Bachelor's degree or relevant education, training or equivalent professional experience in data science, computer science, information systems, statistics, engineering, or a related field.
  • 5+ years of experience in data architecture or data engineering, including designing and managing data pipelines, data models, and enterprise data environments.
  • Strong proficiency in SQL, with experience optimizing complex queries in Teradata or comparable MPP databases (e.g., Snowflake, Redshift, BigQuery).
  • Hands-on experience building, maintaining, and troubleshooting ETL/ELT pipelines using modern data integration tools or workflow orchestration platforms.
  • Experience integrating data from APIs, cloud platforms, and enterprise systems into analysis-ready datasets.
  • Proficiency in a scripting or analytical programming language such as Python or R.
  • Experience supporting advanced analytical work, including preparing optimized datasets for statistical, geospatial, or trend analyses.
  • Familiarity with developing or supporting dashboards and reports using tools such as Tableau or Power BI.
  • Demonstrated ability to diagnose and resolve data workflow issues, pipeline failures, and dashboard/reporting errors.
  • Strong verbal and written communication skills, including the ability to explain technical concepts to non-technical stakeholders at all levels.
Preferred Qualifications
  • Experience with Teradata ecosystem tools such as BTEQ, TPT, or Viewpoint.
  • Experience architecting or managing data systems in cloud environments (e.g., Azure, AWS, Google Cloud Platform).
  • Experience working with open data platforms or publishing public-facing datasets.
  • Familiarity with Stat programs, performance management systems, or public-sector analytics.
  • Experience incorporating equity considerations into analytic and technical work.
  • Experience with geospatial data or tools such as ArcGIS or QGIS.
  • Familiarity with data modeling frameworks (e.g., dimensional modeling) and metadata documentation practices.
  • Experience with workflow orchestration tools (e.g., Airflow, Azure Data Factory) or CI/CD practices for data pipelines.
