We are seeking a highly accomplished Transformation Director to lead one of the largest healthcare technology modernisation programmes within the Medicaid ecosystem. This role will be responsible for the strategic planning, governance, and execution of a multi-year transformation initiative involving the migration of 23 Medicaid state implementations from a diverse legacy technology landscape to a consolidated enterprise platform based on OpenText Exstream and Hyland OnBase. The programme scope aligns with large-scale Medicaid transformation initiatives involving correspondence management, enterprise content management, workflow modernisation, cloud adoption, and operational transformation. The Transformation Director will serve as the executive leader accountable for programme outcomes, customer satisfaction, financial performance, stakeholder alignment, and successful delivery across multiple concurrent transformation workstreams.
This individual will partner with executive leadership, state government stakeholders, technology vendors, and delivery teams to ensure successful modernisation while maintaining uninterrupted support for critical Medicaid business operations.
Key Responsibilities
Strategic Transformation Leadership
- Define and execute the overall transformation strategy, roadmap, and governance model for 23 state Medicaid implementations.
- Lead enterprise-scale platform consolidation and modernisation initiatives.
- Establish transformation objectives, success metrics, and business outcomes.
- Drive adoption of standardised platforms, processes, and delivery models across states.
- Ensure alignment between business priorities, technology strategy, and regulatory requirements.
Transformation Delivery Oversight
Provide executive oversight across multiple transformation towers, including:
- Enterprise Content Management (ECM), Customer Communications Management (CCM), OpenText Ex stream modernisation, Hyland OnBase migration, Data migration and content conversion, Workflow and business process modernisation, Cloud migration and SaaS adoption, Application rationalisation and platform consolidation,
The role will oversee all phases of the transformation lifecycle including:
- Discovery and Assessment, Transformation Planning
- Solution Design, Migration Execution, Testing and Validation
- Cutover and Go-Live, Hypercare and Operational Transition
The target transformation landscape includes OpenText Exstream and Hyland OnBase platforms supporting Medicaid correspondence and content management operations.
Executive Stakeholder Management
- Act as the primary executive point of contact for customer leadership and state stakeholders.
- Build trusted relationships with Medicaid business leaders, technology executives, and programme sponsors.
- Lead Executive Steering Committees, Quarterly Business Reviews, and governance forums.
- Manage executive communications, escalations, and strategic decision-making.
Portfolio & Programme Governance
- Establish and oversee programme governance, PMO controls, reporting frameworks, and executive dashboards.
- Manage programme scope, budget, schedule, risks, dependencies, and benefits realisation.
- Drive cross-functional coordination across business, technology, operations, infrastructure, security, and vendor teams.
- Ensure delivery predictability and transparency through proactive governance.
Risk, Compliance & Operational Readiness
- Ensure adherence to HIPAA, Medicaid, and state regulatory requirements.
- Establish robust risk management and mitigation strategies.
- Drive business continuity and disaster recovery planning.
- Ensure operational readiness before each migration wave and production cutover. Maintain audit readiness and compliance throughout programme execution.
Financial & Commercial Management
- Own programme financial performance, forecasts, and budget management.
- Drive value realisation, cost optimisation, and productivity improvements.
- Manage vendor contracts, third-party partners, and commercial obligations.
- Ensure programme objectives are delivered within approved budgets.
Leadership & Organisation Development
- Lead a large, geographically distributed team consisting of programme managers, architects, consultants, delivery managers, and technical specialists.
- Build a high-performance culture focused on accountability, collaboration, and customer success.
- Mentor future leaders and establish succession plans for critical programme roles.
- Drive organisational change management and transformation adoption.
Required Qualifications
Experience
- 15+ years of progressive experience leading large-scale technology transformation programmes.
- Minimum 8 years in Programme Director, Transformation Director, Portfolio Director, or equivalent leadership roles.
- Demonstrated experience delivering complex, multi-year transformation programmes exceeding $25M in value.
- Proven experience managing large distributed teams across onsite and offshore delivery locations.
- Experience leading multiple concurrent workstreams within a highly regulated environment.
Healthcare & Government Experience
- Deep understanding of Medicaid programmes and healthcare payer operations.
- Experience working with State Government agencies and public-sector healthcare organisations.
- Strong knowledge of healthcare compliance, governance, and regulatory requirements.
- Experience managing mission-critical healthcare technology platforms.
Technology Expertise
Strong understanding of:
· OpenText Exstream, Hyland OnBase, Enterprise Content Management (ECM)
· Customer Communications Management (CCM), Cloud Transformation Programmes, Data Migration and Content Conversion, Workflow Automation Platforms, Application Modernisation, Experience with platforms such as FileNet, Documentum, Pega, Appian, or similar enterprise platforms is highly desirable. The existing programme landscape includes OpenText Exstream, Hyland OnBase, Appian, and related enterprise technologies.
