The role focuses on identifying operational capability gaps, developing requirements, and synchronizing doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P) solutions to enhance USASOC's ability to conduct influence and information operations in support of Multi-Domain Operations (MDO).

The position requires close collaboration with operational PSYOP units, U.S. Army Special Operations Forces (ARSOF) enterprise stakeholders, joint and interagency partners, and the acquisition community to translate operational requirements into resourced programs, systems, and capabilities.

Capability Development and Requirements Integration
  • Identify and assess capability gaps impacting ARSOF Psychological Operations missions across strategic, operational, and tactical levels.
  • Develop and refine capability requirements aligned with USASOC priorities and Army modernization initiatives.
  • Produce capability development documents including Initial Capability Documents (ICDs), Capability Development Documents (CDDs), and other requirements artifacts.

DOTMLPF-P Analysis
  • Conduct DOTMLPF-P analysis to evaluate current PSYOP capabilities and identify modernization opportunities.
  • Recommend integrated solutions across doctrine, training, materiel, and organizational structures to improve influence and information operations.

Program Integration and Resourcing
  • Support the planning, programming, budgeting, and execution (PPBE) process for PSYOP modernization initiatives.
  • Coordinate with USASOC G8, Army Futures Command, and Program Executive Offices to align capability requirements with funded programs.
  • Assist in developing program objective memorandums (POM) and resourcing strategies.

Operational and Technical Integration
  • Integrate emerging technologies into PSYOP capabilities including:
    • Data analytics and artificial intelligence
    • Information environment analysis tools
    • Digital influence platforms
    • Social media exploitation tools
    • Cyber-enabled influence capabilities
  • Ensure PSYOP capabilities are aligned with joint and Army Multi-Domain Operations concepts.

Qualifications

  • Experience supporting U.S. Special Operations Forces or Information Operations programs.
  • Knowledge of capability development processes within the Department of Defense.
  • Familiarity with DOTMLPF-P analysis and Army capability requirements development.
  • Experience coordinating across operational units, acquisition organizations, and strategic stakeholders.
  • Understanding of the information environment and influence operations.
  • Active Secret clearance.

Preferred Qualifications:
  • Background in Psychological Operations (PSYOP), Military Information Support Operations (MISO), Information Operations (IO), or influence activities.
  • Experience with Army modernization processes including JCIDS and PPBE.
  • Familiarity with data-driven influence operations, digital media analysis, or information warfare capabilities.
  • Experience supporting Special Operations modernization initiatives.
