Telecommute: 50% per pay period
Work Hours: 8:00 AM – 5:00 PM (Negotiable)

Position Summary

The Selected Candidate will be involved in all facets of the software development lifecycle, including research, design, programming, testing, and implementation. This role is primarily focused on the CAIRS (PEx) overhaul/rewrite project, as well as providing support for other Office of Mental Health (OMH) applications.

Day-to-Day Tasks

Writing code and database queries for multiple OMH applications and SQL databases.
Collaborating with team members on documentation, testing, and implementation.
Handling help desk requests, SLMS trainings, and status reports.
Creating migrations, technical diagrams, and reports.
Managing tasks and version control using Jira and GIT.
Participating in mandatory knowledge transfer to State employees via a written plan.

Mandatory Qualifications

To be considered, candidates must meet the following "Expert" criteria:

Experience: 84+ months of experience in the field, capable of providing guidance to large teams and considered at the top of their field.

Technical Requirements (Requested Qualifications)

Frameworks: 84 months using Microsoft Visual Studio to develop complex n-tier web applications using .NET/.NET Core.
Frontend: 84 months with modern client-side technologies: HTML5, AJAX, JavaScript, JQuery, Bootstrap, JSON, and CSS.
Backend: 84 months with C# and modern programming principles (Object-oriented, scalable, maintainable, single-responsibility).
Database: 84 months with Relational Databases, including design, modeling, and PL/SQL coding/debugging (stored procedures, triggers, etc.).
SOA/Integration: 84 months with Service Oriented Architecture, including WCF, SOAP/Restful APIs, and message/queue processing.
Business Analysis: 84 months interpreting complex business requirements to extract use cases and build application logic.
Compliance: 84 months coding applications containing HIPAA Protected Health Information (PHI).
Reporting: 60 months creating and maintaining Crystal Reports (version 10 or greater).
Legacy Code: 60 months interpreting and developing Visual Basic 6 (VB6) code.
Security/Identity: 24 months with user provisioning and authentication (OKTA, LDAP, RSA, or Access Manager)
