Lead Integration & Database Architect
Location: Remote USA
Position Overview:
We are seeking a Lead Integration & Database Architect to provide high-level technical leadership and architectural oversight, this role will spearhead the "Enterprise Integration & Data Exchange"
Service Tracks (covering both Vendor & Contract Systems and Cross-System integrations). The Lead Architect will be responsible for designing scalable integration strategies, overseeing complex
database architectures, and serving as the primary technical liaison to DDC’s Portfolio Leads.
Key Responsibilities:
· Architectural Strategy & Design: Lead the design and implementation of secure, resilient data exchange processes and enterprise integrations across DDC''s core systems, including PDMS, PIMS, FDW, the Benchmark suite, and PASSPort.
· Transition & Onboarding Leadership: Direct the Phase 1 "Transition & Knowledge Acquisition" deliverables, ensuring the successful compilation of the Service Track Baseline & Documentation Package and Open Item & Backlog Inventory within the first 90 days of the contract.
· Deliverable Oversight: Oversee the technical execution and quality assurance of Monthly Deliverable Packages and scope technical approaches for new Discretionary Task Orders.
· Technical Governance & Security: Ensure all integration interfaces and database designs comply with DDC''s architectural standards, ADA / Section 508 accessibility requirements, and NYC Cyber Command security standards (including encryption at rest and in transit).
· Stakeholder Collaboration: Partner directly with the DDC Portfolio Leads (Application Development Directors) to review deliverable progress, authorize technical changes, and manage system backlogs.
· Capacity & Redundancy Planning: Enforce the contract’s "Staffing Redundancy & Coverage" requirement by ensuring comprehensive cross-training within the vendor team, preventing any single points of failure for critical integrations.
· Knowledge Transfer: Lead high-level Knowledge Transfer Sessions for DDC staff covering system administration, complex integration architecture, and operational runbooks.
Technical Qualifications & Requirements
· Database Architecture: Expert-level proficiency in designing and tuning SQL Server (2019 and above) environments, including complex data warehousing, ETL pipelines, and performance optimization.
· Integration Ecosystems: Proven track record of architecture API-to-API integrations, sophisticated SQL batch jobs, secure file-based transfers, and direct database connections.
· Back-End Engineering: Deep architectural experience with C#, ASP.NET Core, .NET Framework 4.8, Entity Framework, and RESTful APIs within web-based, multi-tier environments.
· Identity & Security: Extensive experience implementing NYC Active Directory integrations, single sign-on (SSO), multi-factor authentication (MFA), and role-based access controls.
Preferred Experience:
· Prior experience architecture systems for capital project delivery, procurement management, or large-scale financial reporting.
· Strong understanding of local government data residency, retention, and backup procedures.
