IBM Turbonomic Engineer / Application Resource Management (ARM) Specialist

Key Responsibilities

• Configure, implement, and manage IBM Turbonomic ARM to automate performance assurance across on-prem, AWS GovCloud, Azure Gov, and hybrid environments.
• Analyze workloads, dependencies, and resource consumption to recommend continuous optimization actions.
• Integrate Turbonomic with enterprise platforms (VMware, Kubernetes/OpenShift, ServiceNow, Terraform, Azure DevOps, AWS CloudWatch, Datadog).
• Conduct performance tuning and forecasting to support capacity planning, surge readiness, and DR/COOP requirements.
• Implement policy-based automation aligned with agency governance (Client 4300A, USDA CPIC, DoD SRG).
• Monitor application SLOs, latency, and resource utilization to prevent performance degradation.
• Support FinOps teams with cost-saving insights and real-time resource governance.
• Deliver dashboards, reports, and implementation documentation for ATO packages and engineering reviews.
• Provide SME support during audits, authority-to-operate (ATO) renewals, and modernization initiatives.

Required Qualifications

• 3 7+ years in cloud operations, performance engineering, or virtualization.
• Hands-on experience with IBM Turbonomic ARM in enterprise or federal environments.
• Strong background in VM, container, and microservice architectures.
• Experience with AWS, Azure, VMware, Red Hat OpenShift, Kubernetes.
• Familiarity with NIST, FedRAMP, Zero Trust, and ITSM/CMDB integrations.
