Project Overview
The Office of Technology Services (OTS) was established as a means of recognizing cost savings through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third-party software, and custom applications.
OTS leads the State?s technology procurement process to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services, which can eventually be offered to all in-scope agencies.
Duties/Responsibilities
Application Development & Solution Design
Design, build, and maintain Power Platform solutions including:
o Canvas and Model-driven Power Apps
o Power Pages
o Power Automate cloud flows and approvals
o on-Prem and Cloud Relation Database Management Systems (RDBMS) and Data verse data models, business rules, and security roles
o Power BI reports and dashboards
Translate business and program requirements into scalable technical solutions
Develop reusable components, patterns, and templates aligned with OTS standards
Knowledge transfer and train our in-house developers to come up to speed
Integration & Architecture
Integrate Power Platform solutions with:
o Microsoft 365 services
o Dynamics 365 (where applicable)
o Azure services and external systems via connectors and APIs
o Apply best practices for performance, scalability, and maintainability
Governance, Security & Compliance
Implement role-based security, data loss prevention (DLP) policies, and environmental strategies
Ensure solutions comply with Louisiana OTS standards and applicable federal and state regulations (e.g., security, privacy, accessibility)
Support audits, documentation, and technical reviews
Collaboration & Leadership
Work closely with business stakeholders, project managers, architects, and other developers
Provide technical guidance and mentorship to junior developers and citizen developers
Participate in solution reviews, code reviews, and architecture discussions
Innovation & Emerging Capabilities
Evaluate and pilot new Power Platform features and capabilities
Copilot Studio experience (plus):
o Assist in designing conversational AI solutions and virtual agents
o Support use cases such as knowledge retrieval, case intake, and internal support automation
Requirements
Education
Bachelor?s degree in Computer Science, Computer Engineering, Data Science, Management Information Systems, Information Technology, or related field.
Required Experience
5 + years of experience developing solutions using the Microsoft Power Platform, including:
o Power Apps
o Power Automate
o on-Prem and Cloud RDBMS, Data verse
o Power BI
5 + years of demonstrated strong understanding of:
o Application lifecycle management (ALM)
o Environment strategy with Deployment and Troubleshooting (Dev/Test/Prod)
o Security and role-based access control
o SQL Queries
5 + years of experience gathering requirements and translating them into technical designs.
o Ability to work independently and across multiple projects in a shared-services environment
Preferred Experience
Experience with Copilot Studio or other conversational AI platforms
Experience in government, public sector, or regulated environments
Experience with MS SQL Server
Familiarity with:
o Dynamics 365
o Azure services (Logic Apps, Functions, API Management, etc.)
o DevOps practices and CI/CD pipelines for Power Platform
Microsoft certifications (e.g., Power Platform Developer, Solution Architect)
