Technical Business Analyst with Strong PL/SQL Experience --- W2 Role

We are seeking a Senior Technical Business Analyst who combines strong business analysis capabilities with hands-on technical expertise. This role will partner with business and technology stakeholders to gather and analyze requirements, translate business needs into user stories and technical specifications, and deliver solutions within Oracle-based environments.

The ideal candidate will have strong Oracle development and coding experience, particularly with SQL and PL/SQL, and will be comfortable contributing directly to technical design, development, troubleshooting, and solution validation.

Key Responsibilities

• Lead requirements-gathering workshops with business and technology stakeholders.
• Analyze and document business processes, functional requirements, technical requirements, user stories, and acceptance criteria.
• Translate complex business needs into scalable technical solutions.
• Support Oracle SaaS, Oracle Integration Cloud (OIC), Oracle Cloud Infrastructure (OCI), Oracle databases, integrations, and related products.
• Develop, review, and troubleshoot Oracle database solutions using SQL and PL/SQL.
• Work with PL/SQL procedures, functions, packages, triggers, and complex queries.
• Contribute to coding, scripting, system integrations, root-cause analysis, and solution validation.
• Build and maintain CI/CD pipelines using GitHub Actions and Git-based development workflows.
• Manage epics, user stories, defects, dependencies, delivery metrics, and reporting through Jira Cloud and Jira Align.
• Support test planning, test execution, release coordination, deployment activities, and production validation.
• Serve as Scrum Master, tester, or in other delivery roles as needed.
• Manage multiple priorities while meeting demanding project schedules and deadlines.

Required Qualifications

• Extensive experience as a Technical Business Analyst, Business Systems Analyst, or in a comparable technical delivery role.
• Strong stakeholder facilitation, process analysis, and requirements-gathering skills.
• Strong hands-on Oracle development experience using SQL and PL/SQL.
• Demonstrated experience developing and troubleshooting PL/SQL procedures, functions, packages, triggers, and complex queries.
• Practical experience with Oracle technologies, CI/CD pipelines, GitHub Actions, and Git-based workflows.
• Experience using Jira Cloud and Jira Align to manage epics, stories, defects, dependencies, and reporting.
• Working knowledge of Agile/Scrum methodologies, the software development lifecycle, testing practices, APIs, system integrations, and release management.
• Ability to communicate complex technical concepts effectively to both business and technical audiences.
• Strong organizational, analytical, problem-solving, and collaboration skills.
• Ability to adapt to changing priorities and perform effectively under tight deadlines.
