Summary

Modern Technology Solutions Inc. (MTSI) is seeking an experienced Senior Data Operations Specialist to provide Systems Engineering and Technical Assistance (SETA) services to U.S. Space Force (USSF) Operational Test & Training Infrastructure (OTTI) out of Colorado Springs. The candidate will lead secure and effective data operations in multi-level classified environments, including Special Access Program (SAP) and Sensitive Compartmentalized Information (SCI), while maintaining strict compliance with applicable policies. The candidate must be a self-starter who possesses initiative, excellent communication skills, the ability to lead diverse teams to collaborate effectively, and is a proven independent problem solver.

Your essential job functions will include but may not be limited to:

  • Understand OTTI core business and mission processes related to data transfers
  • Design and manage secure data transfer pipelines between classified networks (e.g., NIPRNet, SIPRNet, JWICS) including cloud and on-prem systems
  • Establish data security controls for the data transfer life cycle
  • Develop, test, and optimize data movement strategies for large-scale datasets, batch transfers, and streaming processes
  • Understand, implement, and execute database access application programming interfaces (APIs)
  • Container orchestration and resource management platforms for data transfer
  • Implement Machine Learning (ML) models and analytics algorithms to improve data integration, analysis, and autonomy capabilities
  • Manage file transfer tools such as Aspera, Rsync, SFTP, AWS Snowball, and other DoD-specific systems
  • Automate data ingestion, validation, synchronization, and monitoring for reliability and compliance
  • Troubleshoot complex software and data architecture issues to ensure data movement scalability and operational success
  • Conduct risk assessment and mitigation to ensure compliance with DoD Risk Management Framework (RMF) and data security standards
  • Collaborate with cross-functional teams to integrate data solutions into mission-critical systems and drive operational readiness
  • Knowledge of DoD Artificial Intelligence (AI) Ethical Principles (e.g., responsible, equitable, traceable, reliable, and governable) and laws, regulations, and policies related to AI, data security/privacy, and use of publicly procured data for government
  • Recommend AI solutions to integrate with cloud or other IT infrastructure for data transfer purposes
  • Automate development, testing, security, and deployment of AI/ML enabled software for to purpose of secure and reliable data transfer
  • Stay updated on advancements in AI/ML, cloud infrastructure, and security technologies for strategic data operations

Qualifications

Required Experience:
  • 8 + years of experience in data systems development or data transfer operations
  • Demonstrated proficiency in file transfer tools, Extract, Transform, and Load (ETL) pipelines, and cloud platforms (e.g., AWS, Azure, Google Cloud Platform).
  • Familiarity with DoD RMF, security policies, and cross-classified data operations
  • Cloud, containerization, and multi-classification data handling

The pay range for this position in is $xxx,xxx/year to $xxx,xxx/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
