Role: PeopleSoft HCM Payroll Functional/Technical Lead

Required Qualifications
Overall, 12+ years of experience required.
8+ years of extensive knowledge of federal labor laws.
8+ years of experience performing PeopleSoft system configuration changes.
8+ years of technical expertise with App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP BusinessObjects, and related PeopleSoft technologies.
8+ years of experience supporting PeopleSoft HCM 9.2 Payroll.
8+ years of experience managing and supporting batch processing tools, including Run My Jobs (RMJ).
8+ years of knowledge of security best practices, NIST standards, and multi-tenancy concepts within statewide ERP environments.
8+ years of experience creating and managing strategic roadmaps through strong planning, functional expertise, and cross-functional collaboration.
8+ years of experience preparing and delivering executive-level presentations.
8+ years of experience gathering, analyzing, and presenting data to support audits and public information/open records requests.
8+ years of experience interpreting contractual language, integrating contractual requirements into operational processes, and ensuring vendor compliance.
8+ years of experience planning and coordinating fiscal year-end processes at a statewide level.
8+ years of hands-on experience managing the Approval Workflow Engine (AWE).
8+ years of experience preparing WCAG 2.1-compliant materials and documentation.
5+ years of experience with PeopleSoft support tools, including PUM, Fluid, and Elasticsearch.
5+ years of experience providing payroll support to multiple agencies, including quarterly Form 941 reconciliations, payroll discrepancy resolution, and statewide corrective action coordination.
3+ years of knowledge and experience with ITIL principles, IT Service Management (ITSM), and IT Asset Management (ITAM).
Preferred Qualifications
8+ years of experience participating in Disaster Recovery (DR) exercises.
Experience with CPA CAPPS and SPRS systems, including SQL activities required to maintain system synchronization.
Experience providing Tier 2 Service Desk support for a large network of 30+ agencies while coordinating with Tier 3 Managed Services providers.
Experience performing functional project management activities in support of the CPA CAPPS program.
Extensive knowledge of State of Texas policies, procedures, and standards.
Extensive Texas public sector experience, directly supporting or working with a large network of Texas state agencies.
Experience supporting production operations for CPA''s legacy Statewide Financial Systems.
