General Statement of DutiesPrimary responsibilities for the day-to-day and strategic management of the staff and resources in at least one assigned functional area in the County's centralized IT Department (e.g. Application Developers, Database Analysts, GIS Analysts, Help Desk Specialists, Network/Telecommunications Administrators, Systems Administrators, Systems Developers); management of one or more project (limited life with begin/end) or special technology (e.g. low voltage, microwave, etc.) teams as assigned; performs related work as assigned.
Essential Duties
Henrico County's Information Technology Department is seeking an IT Manager I to lead the Henrico Police Department Records Management Systems (HPDRMS) team. You will manage a team of application and system developers who build and support the technology behind records management, arrest processing, and departmental reporting for Public Safety operations. A key priority is leading a large-scale project to modernize legacy reporting systems, making this a strong fit for a manager who blends technical depth with project leadership.
WHAT YOU'LL DO
- Manage the HPDRMS team of application and system developers across design, development, integration, implementation, and support
- Oversee custom in-house application development, interface applications, systems integration, and reporting systems
- Support core Public Safety functions including records management, arrest processing, and departmental reporting
- Lead a large-scale project to modernize legacy reporting systems to newer technology, ensuring continuity of service
- Coordinate across technical staff, vendors, auditors, and department stakeholders
- Manage software development and application lifecycle, systems integration, and interface development between disparate applications
- Apply data analysis, report generation, and business process analysis to address department needs
- Partner with the broader Public Safety Team supporting Henrico Fire, the Commonwealth Attorney's Office, the Sheriff's Office, and the 9-1-1 Communications Center
WHAT YOU'LL BRING
- Experience implementing and administering medium to large commercial-off-the-shelf systems with teams of employees, vendors, technical staff, and auditors
- Strong background in software development and application lifecycle management
- Systems integration and interface development experience between disparate applications
- Skill in data analysis, report generation, and business process analysis
- Excellent project management skills across projects of all sizes and complexity
- Excellent communication and interpersonal skills, including translating technical information for non-technical audiences
- Proven ability to lead teams and build effective relationships with diverse internal and external stakeholders
- Working knowledge of the Microsoft 365 suite, web technologies, and the interactions between IT networks, servers, and databases
ADDITIONAL DESIRED TECHNICAL SKILLS
- SQL Server
- .NET development
- Experience with or knowledge of modern data and reporting technologies is highly desirable: BigQuery, Snowflake, Databricks SQL Warehouse, Amazon Redshift, Power BI, Tableau, and Domo

Minimum RequirementsFour (4) year degree in a relevant Information Technology field preferred, and six (6) years of progressively responsible experience relevant to assigned IT functional area(s), including some prior supervisory experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
