Business Analyst - Medicaid IT

Position Title: Business Analyst - Advanced
Location: Remote (no South Carolina residency required; candidate must live in continental US and work EST hours)
Agency/Division: Clemson University - Medicaid IT Services
Duration: 12 months (possibility for extension)
Max Rate: $40/hour on W2
Interview: One round, virtual

Position Overview:
The Business Analyst will join the Operations team (mix of IT professionals and consultants). Candidates should be highly productive, flexible, self-motivated, and able to work with minimal supervision. This team is change-oriented, collaborative, and focused on making a positive impact on SC state goals.

Scope of the Project:

• Federal Medicaid system changes

• Configuration management technician support and migration tool (ChangeMan) duties

• Assist on configuration management tasks, new release testing, and software implementation

Daily Duties & Responsibilities:

• Gather requirements, assist with projects, build dashboards, support asset management initiatives

• Review artifacts, document plans, verify implementation steps

• Coordinate intake/release (RFC) distribution, gather effort/questions, provide reports/metrics

• Collaborate on special projects; backup migration of software into Medicaid production

• Confirm approvals, update documentation, train teams on new/change management processes

• Work with technical documentation writer to centralize artifacts

• Train new members; maintain strong communication and collaboration skills

Required Skills:

• 5+ years Medicaid IT Services experience

• 5+ years ChangeMan Tool experience

• 2+ years Translator Tool experience

• 5+ years BMC Footprints ticketing system experience

• 3+ years QA testing (upgrades)

• Effective written and oral communication, flexibility, problem-solving, analytical thinking, time management, ability to work under stress

Preferred Skills:

• SQL

• Mainframe

• COBOL

Education:

• Bachelor's degree required

Certification:

• None required
