This role will act as the Primary End-User Operations Lead providing essential, day-to-day operational support for the Department of Veterans Affairs' Decision Support System (DSS) and Critical 100 application. This role is the central operational resource ensuring continuity of Managerial Cost Accounting (MCA) processes across national, VISN, and local levels. The position maintains fidelity and accuracy of DSS datasets, manages fiscal period and fiscal year processing cycles, and sustains mission-critical deliverables that directly impact VA compliance, financial operations, and patient-care analytics.

Additionally, this role ensures compliance with federal laws such as the Chief Financial Officers Act of 1990 and cost recovery, budgeting, resource allocation, and essential clinical data used to support proactive care for high-risk/high-cost Veterans.

This is a 100% Remote role.

Job Description
  • Create, manage, validate, and maintain national, VISN, and local DSS datasets required for MCA operations and the VA's Critical 100 application.
  • Execute essential daily, weekly, monthly, and annual processing jobs including fiscal period close, fiscal year initialization, data refresh cycles, and reconciliation activities.
  • Monitor DSS job performance, processing results, and data integrity; identify anomalies and take action to correct issues before they impact downstream users or reporting.
  • Perform detailed data analysis to ensure accuracy of cost, workload, and operational data; collaborate with MCA analysts, VISN personnel, and facility stakeholders to resolve discrepancies.
  • Serve as the primary operational contact for DSS/Critical 100, interacting daily with business partners, system users, VISN representatives, and MCAO staff.
  • Document and track operational issues, escalate when necessary, and ensure timely resolution to avoid disruption to mission-critical deliverables.
  • Maintain compliance with VA financial policies, MCA standards, DSS operational controls, and VA data quality requirements.
  • Support preparation of essential cost datasets used for budgeting, cost recovery, resource allocation, workload capture, productivity measurement, and clinical analytics.
  • Ensure accurate and timely end-user processing activities by providing guidance, troubleshooting assistance, and routine support across the DSS community.
  • Maintain procedural documentation for recurring tasks, operational steps, fiscal processing workflows, and DSS job execution.
  • Identify efficiency opportunities across dataset management, job processing, or operational workflows and recommend improvements.
  • Coordinate and communicate processing timelines, outages, updates, and operational impacts with internal stakeholders on a daily basis.

Qualifications

Education
  • Bachelor's or Master's degree in computer science, systems engineering, or related technical discipline.

Experience:
  • 8 years of experience working with DSS/MCAO.
  • 8 years of additional relevant experience may be substituted for education.
  • DSS/MCAO training or VA system operations experience preferred.
  • Demonstrated experience performing DSS operational duties, dataset management, or other MCA-related processing functions.
  • Experience executing fiscal period and fiscal year processing cycles.
  • Background in data analysis, reconciliation, and troubleshooting within highly regulated or compliance-driven environments.
  • Experience supporting VA financial or clinical information systems is strongly preferred.

Requirements
  • Strong analytical skills with the ability to evaluate data accuracy, identify anomalies, and troubleshoot a wide range of processing issues.
  • Excellent communication skills, with the ability to interact directly with facility users, VISN partners, MCAO, and cross-functional teams.
  • High attention to detail and commitment to data integrity and compliance.
  • Ability to manage time-sensitive operational responsibilities and meet strict deadlines.
  • Strong documentation skills for procedures, issue tracking, and process guidance.
  • Ability to work independently, manage multiple recurring cycles, and maintain stability of mission-critical operational workflows.
  • Proactive mindset with the ability to anticipate impacts of delays, errors, or data issues and take corrective action.

Clearance Requirement
  • ship with the ability to obtain and maintain a Public Trust clearance
