Summary
Position Objective
IT Project Manager (Team Leader). This role will support the Department’s Technology Transformation initiative by leading and managing a diverse portfolio of information technology projects.
The selected Project Manager will collaborate closely with OATS and other FDACS stakeholders to deliver projects spanning software development, hardware replacements, governance initiatives, data security, and strategic planning. The ideal candidate will demonstrate strong leadership, advanced project management expertise, and excellent communication skills.
Background
Our Client requires a seasoned IT Project Manager to oversee a wide range of technology initiatives, including software development, infrastructure upgrades, business intelligence, information security, governance, and strategic planning. This role serves as a critical bridge between business stakeholders and technical teams, ensuring that requirements are clearly defined, aligned with project objectives, and delivered successfully.
Projects will be executed using Agile methodologies, including Scrum and Feature Driven Design, with work tracked through Azure DevOps or GitHub.
Scope of Work
The Contractor shall provide an experienced Project Manager to:
Lead and manage IT projects including software development, hardware replacements, data migrations, strategic planning, and governance initiatives
Apply Earned Value Management (EVM), Cost Performance Index (CPI), and Schedule Performance Index (SPI) for budget tracking and performance monitoring
Utilize project management tools such as Microsoft Project, Smartsheet, Jira, or Trello
Deliver projects using Agile Scrum and Feature Driven Design methodologies
Elicit, analyze, and document detailed business and functional requirements
Facilitate stakeholder meetings and workshops to gather and validate requirements
Create and maintain UML, BPMN, and process flow diagrams
Develop and manage user stories and acceptance criteria in Azure DevOps or GitHub
Coordinate and support User Acceptance Testing (UAT) activities
Identify, document, and mitigate project risks and issues
Collaborate with Business Analysts and technical teams to ensure alignment with business objectives
Ensure compliance with PMBOK and Project Management Institute (PMI) best practices
Adhere to FDACS and State of Florida project management standards and guidelines
Contractor Responsibilities
The Project Manager will be responsible for:
Analyzing business processes, systems, and workflows to identify improvement opportunities
Gathering, documenting, and validating business requirements
Managing project change control and transition activities
Developing business cases, feasibility studies, and functional specifications
Creating and maintaining comprehensive documentation, including SOPs and technical artifacts
Conducting gap analysis and impact assessments
Supporting training, communication, and user adoption initiatives
Providing quality assurance to ensure solutions meet business needs and standards
Coaching and mentoring OATS and FDACS staff
Attending project meetings and providing regular status updates
Submitting weekly project status reports and timesheets
Security Requirements
Contractor personnel must comply with all FDACS security and confidentiality requirements, including:
Successful completion of a Level 2 background check (paid by the Department)
Execution of confidentiality and data use agreements
Completion of FDACS ethics and security awareness training within 15 calendar days of start date
CJIS Certification
Minimum Qualifications
5+ years of experience as an IT Project Manager leading software development, infrastructure, data migration, strategic planning, and governance projects
Experience managing IT software development projects
Strong background in requirements elicitation, user stories, and acceptance criteria
Hands-on experience with Azure DevOps or GitHub
Experience developing and executing User Acceptance Testing (UAT)
Proficiency in Agile Scrum and Feature Driven Design
Experience with Earned Value, CPI, SPI, and budget tracking
Experience using Microsoft Project, Smartsheet, or similar tools
Strong leadership and cross-functional team management skills
Excellent written and verbal communication skills
Experience with BI tools such as Power BI or Tableau
Preferred Qualifications
Extensive experience in business process modeling and improvement
Proven success managing large-scale, cross-functional initiatives
Strong strategic thinking and problem-solving skills
Experience with cloud computing and enterprise architecture
Experience in vendor management and project financial oversight
Familiarity with policy development and legislative budget processes
Prior experience working in a government or public-sector environment
