Job Title: Project Manager / Medicaid Program Administrator
Location: Raleigh, NC 27602 (Remote)
Duration: 2 Months (Extension Expected)

 
Job Summary
We are seeking an experienced Project Manager / Medicaid Program Administrator to oversee the administration and coordination of Medicaid initiatives. The ideal candidate will manage program planning, contract and agreement administration, stakeholder coordination, project oversight, and compliance with state and federal regulations. This role requires strong project management, communication, budgeting, and cross-functional collaboration skills.
Key Responsibilities
  • Lead the development, revision, execution, and oversight of project agreements, including Advance Planning Documents (APDs), contracts, MOAs, MOUs, BAAs, and related documentation.
  • Coordinate efforts across internal teams, Medicaid stakeholders, and vendor partners to ensure successful program execution.
  • Facilitate project meetings, monitor milestones, and ensure timely completion of deliverables.
  • Prepare and present progress reports to state and federal stakeholders.
  • Develop project scopes, budgets, and data exchange frameworks in collaboration with business and technical teams.
  • Ensure agreements, spending, project implementation, and data usage comply with organizational policies and state/federal regulations.
  • Monitor staffing, procurement activities, timelines, and project performance.
  • Research and evaluate vendor solutions to support program objectives.
  • Serve as a primary liaison with state agencies, federal partners, and external stakeholder organizations.
  • Promote effective communication and collaboration across multiple business units.
Required Qualifications
  • 3+ years of experience in contract development, administration, and monitoring.
  • 3+ years of experience in budget development, administration, and oversight.
  • 3+ years implementing data governance and data exchange processes in compliance with state and federal regulations.
  • 3+ years coordinating staffing requirements and related documentation across business units.
  • 3+ years researching and evaluating vendor solutions.
  • 3+ years monitoring project progress and preparing status reports.
  • 3+ years aligning cross-functional teams and managing communications across multiple business units.
Preferred Skills
  • Strong project management and organizational skills.
  • Experience working with Medicaid or healthcare programs.
  • Knowledge of state and federal regulatory compliance.
  • Excellent communication, stakeholder management, and leadership abilities.
  • Experience managing complex, multi-stakeholder initiatives in a government or public sector environment.
