Business Analyst 3 ( Austin, TX (Hybrid, up to 80–100% Remote)Location: William B. Travis State Building, Austin, TX. Hybrid; remote work from within the U.S. allowed (80–100%).
Hours: Mon–Fri, 8 AM–5 PM Central, excluding state holidays.
Responsibilities
- Elicit requirements through JAD sessions, workshops, interviews, surveys, document analysis, and workflow analysis
- Analyze business processes, pain points, and system capabilities
- Write business and functional requirements, use cases, user stories, and SRS documents
- Create process flows, context and UML diagrams, wireframes, and mockups
- Manage requirements traceability, change control, deadlines, and UAT coordination
Required Skills (8 years each)
- Requirements elicitation and writing well-structured system requirements
- SDLC experience
- Business process re-engineering and software process flow improvement
- User stories and use cases that follow BA best practices
- Mockups/wireframes following UX best practices
- Strong communication and facilitation skills
- Strong writing and organizational skills
Required (4 years)
- Documented experience with Atlassian Jira
Preferred
- 4 yrs: Experience with TEA, a federal/state/local education agency, or an ed vendor
- 3 yrs: Modern Requirements software
- 2 yrs: Complaint and case management workflows (intake, investigation, resolution)
- 2 yrs: Educator certification, federal/state grant programs, or state funding programs
