Job Title: Application Developer II

Location: South Carolina (Onsite Local candidates only, no relocation)
Duration: 12 Months (Possible Extension)

The South Carolina Judicial Branch (SCJB) is seeking an experienced Application Developer to modernize its legacy Case Management System (CMS) built on CA Plex into a scalable .NET (C#) architecture.

The role involves migrating business logic, data access layers, and integrations into a service-oriented architecture with RESTful APIs. The candidate will work in a high-availability, data-sensitive environment supporting judicial systems and external agency integrations.

• Analyze and reverse engineer legacy CA Plex systems and generated code

• Translate legacy business logic into modern .NET (C#) applications

• Design layered architecture (API, Services, Data Access)

• Develop RESTful APIs for integrations (SLED, DMV, Public Index, etc.)

• Implement authentication (JWT, OAuth2, RBAC) and API governance

• Modernize data access using Entity Framework / Dapper / T-SQL

• Work with SQL Server and data warehouse environments

• Build and maintain Power BI reports using DAX

• Implement CI/CD pipelines using Azure DevOps and Git

• Support phased migration strategies (Strangler Pattern, parallel runs)

• Collaborate with stakeholders (judges, clerks, agencies, IT teams)

• 3+ years of application development experience

• 3+ years of SQL Server / T-SQL

• 3+ years maintaining legacy or enterprise systems

• 3+ years debugging experience

• Strong experience in .NET (C#) development

• Experience with REST APIs and system integrations

• Experience with CA Plex or similar 4GL tools

• Government / judicial system experience (SC courts preferred)

• Experience with C++, Java, or generated code from Plex

• Batch processing and transactional systems

• API integrations and data warehousing

• Understanding of case lifecycle (filed pending disposed)

• Knowledge of court performance metrics (backlog, clearance rates)

• Bachelor's degree in Computer Science, Information Systems, or related field (or equivalent experience)

• Role is fully onsite

• Candidate must be a South Carolina resident

• No relocation allowed
