Job Title: Project Manager

Position Summary: A public-sector organization is seeking a Project Manager to lead the implementation of a unified Salesforce Licensing, Permitting, and Inspection (LPI) system supporting critical business functions. This role is responsible for managing the full technology implementation lifecycle, coordinating between business, technical, and vendor stakeholders, and ensuring the Salesforce platform meets business needs through all phases of development and maintenance.
The organization aims to define standardized business processes, deliver a modern digital experience, and enable timely, continuously improving technology delivery. The Project Manager will surface and drive resolution of key project decisions, coordinate schedules, track deliverables, analyze budgets, and establish milestones to ensure overall project success. The role will work closely with internal business and technical leads to ensure alignment across stakeholders.
The ideal candidate will have experience managing large software implementations and complex, multi-workstream technology projects, with strong attention to detail, proactive risk management, and the ability to drive vendors toward successful outcomes measured by project KPIs. Experience managing large Salesforce deployments is strongly preferred.
Responsibilities
Collaborate with internal product owners, senior project managers, executive technology leadership, external vendors, and business stakeholders to define project scope, objectives, deliverables, success criteria, and strategic alignment
Create and maintain project documentation including project charters, scope documents, project plans, status reports, and operational checklists
Develop project work plans and schedules, including dependency diagrams and resource skill identification
Load and track project schedules in enterprise PMO reporting tools (e.g., MS Project Online)
Manage project scope, schedule, budget, and resources to meet business and technical requirements with high customer satisfaction
Facilitate technical reviews, compliance reviews, and preparation of required project artifacts
Identify, manage, and escalate project issues and risks; serve as escalation point for risk mitigation and resolution across internal teams and partner agencies
Act as the primary communication liaison between internal stakeholders, vendors, and partner agencies; coordinate meetings, track action items, and manage them in PMO systems
Communicate modernization goals, schedules, and functionality clearly to development teams and stakeholders
Develop and validate acceptance test plans and drive testing and acceptance processes with business teams
Ensure team members have appropriate system access for collaboration, testing, and product demonstrations
Maintain team rosters, access status, and licensing information
Track budgets, vendor billing, and project financials; report progress and discrepancies to senior leadership
Skills & Abilities
5 8+ years of IT project management experience managing complex, cross-functional technology projects
Experience working in portfolio management environments with external delivery partners and multiple vendors
Strong issue and problem management skills, including root cause analysis and troubleshooting
Advanced proficiency with Microsoft productivity tools including Office 365, Teams, SharePoint Online, OneDrive, Project, and/or Planner; Power BI a plus
Prior experience managing large public-sector IT projects; familiarity with Massachusetts public-sector practices, policies, and budgeting is a strong plus
Familiarity with organizational change management and end-user training
Working knowledge of PMI project management methodologies
Knowledge of Agile/Scrum, ITIL, and Theory of Constraints (plus)
Ability to manage multiple concurrent projects in a highly matrixed environment
Strong time management skills with the ability to handle multiple priorities with minimal direction
Excellent written and presentation skills with the ability to tailor communication to varied audiences
Strong interpersonal, negotiation, and stakeholder management skills at all organizational levels
Demonstrated leadership with strong organizational, customer service, and process redesign skills
Understanding of software development lifecycle and release management methodologies
Additional Qualifications
Experience implementing Salesforce or managing large Salesforce deployments highly desirable
Experience leading end-to-end software or services projects
Proven ability with both waterfall and agile delivery methods
Understanding of agile milestones and facilitation of agile and/or waterfall delivery models
Ability to build trusted relationships across executive leadership, managers, and staff
Experience with contract management and vendor oversight for large-scale product or web service delivery
