The
Supply Manager shall operate the Pension Benefit Guaranty Corporation (PBGC) Supply Center as a controlled service environment that ensures continuity of operations, accurate inventory management, and full accountability for Government property. The Supply Manager is responsible for maintaining visibility over the complete lifecycle of supplies from receipt
through storage, distribution, adjustment, and final disposition. Performance shall emphasize internal control, traceability of transactions, proper authorization, safeguarding of assets, and timely fulfillment of customer needs.
Responsibilities - System of Record: Use the Supply Ordering System (SOS) as the official system of record and apply enhanced reconciliation and supervisory controls to mitigate manual entry risk.
- Inventory Accountability: Record all inventory transactions (receipts, issues, returns, transfers, adjustments, disposals) in SOS and ensure no inventory movement occurs without documentation.
- Posting Standard: Enter transactions at the time of physical movement or document manually and post to SOS within one business day when immediate entry is not feasible.
- Inventory: Maintain a minimum 95% inventory accuracy rate through monthly cycle counts and quarterly full inventories; Document variances, perform rootcause analysis, and report discrepancies and corrective actions to the COR.
- Receiving: Inspect deliveries promptly, verify accuracy against purchasing documentation, and document and escalate discrepancies for resolution.
- Micro Purchase Tool: Record receipt and upload documentation in the micropurchase tool within one business day; Ensure items are not distributed until receipt is reflected in both the micropurchase tool and SOS.
- Controlled Adjustments: Document and justify all downward inventory adjustments, obtain supervisory review, notify the COR of reductions, and prohibit undocumented corrections.
- Cycle Counts & Reconciliation: Conduct required cycle counts and full inventories, reconcile physical counts to SOS, and report discrepancies with corrective actions.
- Reorder Monitoring: Monitor supply usage weekly, notify the COR when reorder thresholds are approached, and provide quarterly usage and trend reports with recommendations.
- Customer Fulfillment: Fulfill routine supply requests within required timeframes, coordinate delivery or pickup, and restrict supply center access to authorized personnel only.
- Copy Print Area Support: Maintain inspection and replenishment schedules, manage approved supply lists, prevent service interruptions, and ensure executive copy/print areas are fully stocked and ready.
- Cross Support to Mail Operations: Provide backup support to mail operations during staff absences, increased workload, or surge conditions.
- Audit and Compliance: Maintain complete, accurate, and auditable records; promptly report discrepancies; and support corrective actions.
- Surplus Supplies: Identify excess, obsolete, or expired supplies and coordinate proper disposition while applying firstin/firstout inventory practices.
- Data Analysis and Reporting: Prepare monthly supply usage, trend, and forecast reports to support PBdecisionmaking and cost control.
- Customer Service / Engagement: Provide professional customer service, ensure requests are submitted through SOS, coordinate fulfillment, and restrict selfservice access.
- Other duties as assigned
Qualifications - High school diploma or GED equivalent required.
- 2+ years of experience supporting supply, inventory, logistics, warehouse, facilities, or administrative operations in a regulated, secure, or highaccountability environment, to include:
- Demonstrated experience managing or supporting inventory lifecycle activities, including receiving, storage, distribution, reconciliation, and disposition.
- Experience following written procedures, internal controls, and documentation standards, with strong attention to detail.
- Experience coordinating with purchase card holders, vendors, or internal customers to resolve delivery or inventory issues.
- Willingness and ability to comply with PBfitness determination requirements, background checks, and required training.
- PBPublic Trust required.
Preferred Qualifications: - Associate degree in one of the following fields:
- Business Administration
- Logistics
- Supply Chain Management
- Facilities Management
- Operations Management
- Public Administration (Federal environment appropriate)
Knowledge, Skills and Abilities: - Proven ability to maintain accurate inventory records and perform reconciliations using electronic systems, spreadsheets, or similar tools.
- Ability to perform inventory counts, cycle counts, and discrepancy resolution, including documenting findings and corrective actions.
- Ability to meet timeliness and accuracy standards in a Federal or enterprise workplace environment.
- Strong organizational and communication skills, including the ability to provide status updates, reports, and notifications to supervisors or Government representatives.
- Ability to support audit and compliance activities, including producing records and explaining processes.
- Ability to perform routine physical tasks associated with supply operations (e.g., lifting, moving, staging supplies within safety guidelines).
- Ability to work independently, exercise sound judgment, and escalate issues appropriately.
