Job Summary:
VDOT is seeking a Senior, experienced IT Project Manager to join the Project & Product Delivery portfolio in Mechanicsville, Virginia. The Project Manager will lead and manage complex IT projects throughout the full project lifecycle while working closely with senior leadership, business stakeholders, cross-functional teams, product owners, and vendors.
The ideal candidate will have strong expertise in Agile, SAFe, Waterfall, and Kanban methodologies, along with demonstrated project risk management experience and a strong understanding of software development lifecycle models.
Key Responsibilities:
Drive consistent project delivery throughout the entire project lifecycle, including:
Project planning
Release planning
o Resource allocation
o Risk management
o Scope and schedule management
o Delivery of business value
Coordinate Agile ceremonies, including:
Sprint Planning
o Daily Standups
o Sprint Retrospectives
o Sprint Demos
o Story Refinement
o Release Planning
Track and communicate project progress related to schedule, cost, scope, and risk to project teams, stakeholders, and management.
Establish an environment that enables teams to perform effectively and remove project impediments.
Protect project teams from external interruptions and distractions.
Foster strong relationships between the project team, Product Owner, stakeholders, vendors, and other external teams.
Track and report team velocity and project performance metrics.
Promote continuous improvement and identify opportunities to increase team productivity.
Assist Product Owners and project teams with Product Backlog management, creation, and prioritization.
Ensure project teams follow core Agile, Waterfall, VITA, and VDOT project management principles and processes.
Adhere to established VDOT and VITA project management practices.
Manage competing demands involving quality, scope, schedule, cost, and project delivery.
Work effectively with customers to understand business practices, requirements, expectations, and project objectives.
Provide mentoring, coaching, collaboration, and team-building support.
Analyze and document business and system processes.
Perform additional project management responsibilities as assigned.
Required Skills:
Active PMI Project Management Professional (PMP) certification Mandatory
Documented project risk management experience Mandatory
Demonstrated experience managing complex IT/software development projects.
Strong understanding of Software Development Lifecycle (SDLC) models.
Expert knowledge of Agile Project Management principles and practices.
Strong hands-on experience with Scrum and Kanban methodologies.
Experience with Waterfall project management methodology.
Experience working with Product Owners and Product Backlogs.
Strong understanding of project planning, scheduling, cost, scope, resource allocation, and risk management.
Ability to track and communicate project status, metrics, risks, and delivery performance.
Ability to analyze and document business and system processes.
Strong analytical, organizational, and decision-making skills.
Ability to balance quality, scope, schedule, and cost.
Ability to establish clear performance standards and hold team members accountable.
Ability to work effectively with customers, senior leadership, business teams, cross-functional teams, and vendors.
Preferred Qualifications:
Active Commonwealth PM Certification
Commonwealth risk management experience
Successful completion as PM of Record of a Commonwealth Category 1 or Category 2 project valued at $5M or more
Alternatively, successful completion as PM of Record of a non-Commonwealth project valued at more than $10M
Experience with the SAFe (Scaled Agile Framework) methodology.
Experience working within VDOT and VITA project management environments.
Experience managing large, complex government or enterprise IT projects.
