Position Overview
The Senior Business Analyst / Business Architect is leading enterprise-level digital transformation and business process reengineering initiatives. In this role, you are aligning business strategy with operational execution by analyzing current-state processes, identifying improvement opportunities, and designing optimized future-state solutions. You will serve as a critical liaison between business leadership and IT delivery teams, translating complex business objectives into actionable requirements, models, and roadmaps that support large-scale organizational change.
This role requires deep expertise in business architecture, strong analytical and communication skills, and hands-on experience driving transformation within complex, highly regulated environments.
Key Responsibilities
Digital Transformation & Strategy
- Leading and contributing to large-scale digital transformation initiatives, identifying opportunities to modernize business capabilities using emerging technologies.
- Aligning enterprise business strategies with technology-enabled solutions to drive operational efficiency, effectiveness, and customer satisfaction.
- Preparing solution options, risk assessments, and financial analyses including cost/benefit, ROI, and buy-versus-build evaluations.
Business Process Reengineering (BPR)
- Conducting in-depth analysis of current-state business processes to identify inefficiencies, bottlenecks, and pain points.
- Designing optimized future-state processes that streamline operations and improve service delivery.
- Supporting implementation and adoption of reengineered processes while ensuring measurable performance improvements.
Business Architecture & Modeling
- Developing and maintaining business architecture artifacts including current and future-state process models, capability models, value streams, data models, and organizational models.
- Utilizing industry-standard modeling techniques and tools such as BPMN, UML, and ArchiMate to clearly communicate complex concepts.
- Applying enterprise architecture frameworks and best practices to support transformation initiatives.
Stakeholder Engagement & Requirements Definition
- Collaborating with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements.
- Translating strategic objectives and user needs into detailed business and functional specifications.
- Writing comprehensive documentation describing user needs, system functions, and steps required to develop or modify systems.
Business & IT Alignment
- Acting as a trusted liaison between business stakeholders and technical teams including architecture, project delivery, and application sustainment.
- Clearly articulating business impacts of technical decisions and technical implications of business requirements.
- Supporting change management efforts through clear communication, facilitation, and stakeholder alignment.
Required Qualifications
8+ years of progressive experience in a Senior Business Analyst, Business Architect, or similar strategic role supporting enterprise initiatives.
8+ years successfully leading or contributing to large-scale digital transformation and business process reengineering efforts.
Demonstrated expertise with MITA (Medicaid Information Technology Architecture), including practical application in complex environments (MITA State Self-Assessments preferred).
Advanced proficiency in business modeling methodologies and tools including BPMN, UML, ArchiMate, and enterprise architecture frameworks.
Strong analytical, problem-solving, and critical-thinking skills with the ability to evaluate complex business challenges.
Excellent written, verbal, and presentation skills, with the ability to communicate effectively with both technical and non-technical stakeholders.
Proven negotiation, facilitation, and conflict-resolution skills.
Bachelor’s degree in Business Administration, Information Technology, Computer Science, or a related field (Master’s preferred).
Demonstrated ability to work collaboratively across technical and business teams to analyze and improve enterprise processes.
Preferred Qualifications
Hands-on experience with Health and Human Services (HHS) integrated eligibility systems such as Medicaid, SNAP, TANF, and CHIP.
Experience working within government or public-sector environments.
Relevant certifications such as CBAP, TOGAF, BPMN, or Lean Six Sigma (Green/Black Belt).
Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
Working knowledge of state and federal eligibility rules and policy interpretation.
Experience applying policy within integrated eligibility or case management systems.
