The Position:
Client: Commonwealth of Pennsylvania – Pennsylvania Liquor Control Board (PLCB)
Position Title: PLBC - Java Developer TAS3 (811370)
Location: Remote Off-Site with Client in Harrisburg, PA

This position provides independent advanced analysis, design, development, enhancements, implementation, and support to ensure efficient and effective operation of complex software.  This position acts as a subject matter expert for Oracle Commerce Cloud and the related subsystems to support the PLCB’s (Pennsylvania Liquor Control Board) Fine Wine & Good Spirits (FWGS.com) website, Licensee Online Ordering Portal (LOOP) and Associate Portal (AP).  They also provide daily operational support for the Oracle Commerce Cloud (OCC) and extranet environments.  This includes configuration of the Oracle Integration Cloud (OIC).  Development of other special projects is assigned as needed.  This development can be done individually or as part of a team, depending on the complexity of the project.  Defects and requests from the business are taken by the team.  The employee must analyze existing code, then plan and design solutions.  They routinely develop and debug code.  Testing is conducted by the developer or team before submitting to the business for UAT (User Acceptance Testing).  Work done by the incumbent must be documented within the code and in the agency’s change management system.

At times, new enhancements and integration into other systems are requested or mandated.  The incumbent must research and evaluate the products and determine their viability. They must effectively communicate their observations to a variety of staff which differ in technical skill levels.  In addition, they will need to integrate any new systems selected into the Oracle Suite, which may require programming changes.

Development is to be peer reviewed.  Code changes from all positions in the team are to be reviewed by a second position from within the team.  This position will review code when necessary.

The guidelines set forth by the agency regarding Change Management must be adhered to.  The position will document and be able to speak about changes to the system during reviews.  The person selected for the position will also have the responsibility to make level of effort estimations for request for service or enhancements from the business.  The estimation activity is to be documented and presented to the heads of IT and the business for prioritization.

The position will support several nonproduction environments that are used for testing.  They will progress the code and change through the environments.  The environments are to be kept in a clean state so as not to cause confusion.  This is the responsibility of all developers in the PLCB.

The position will serve as a subject matter expert for the various systems owned and integrated with, in addition to development tools, processes, policies, and the code base.  When called upon they are to give information on any of the topics.

Business requests to change packaged and customized application software (ex: Oracle Commerce Cloud, Fine Wine and Good Spirits website, Licensee Online Ordering Portal, etc.) are evaluated by the incumbent.  They also advise on functional management of the most efficient technical solution.

Status reports are to be provided to the group manager.  These reports include individual status, project status, performance, and training.  Status reports are for project management and identify progress and/or deviations from objectives.

The position assists in the assessment of software products and makes recommendations for purchase to meet organizational and Commonwealth objectives.  This can be done as a team or individually depending on the business need.

System performance is to be monitored and operational deficiencies relative to program execution are to be identified by the incumbent.  Recommendations, implementation of solutions, and remedial actions to ensure acceptable performance are the responsibility of the Senior Application developer.

The position cooperates with other developers and IT staff to provide security and quality assurance measures.  These activities include backup, recovery, data security, error handling, and system controls.

Documentation of design decisions, requirements, level of effort estimations and similar are required by the incumbent. These documents are developed with other IT staff and the business end users.
