Powerbuilder Developer

We are seeking a versatile PowerBuilder / .NET Developer to join the Virginia State Corporation Commission (SCC) in Richmond, VA. Primary duties involve serving as backup technical support for the mission-critical FIIS Banking Application written in PowerBuilder, alongside supporting custom web and desktop applications built on .NET frameworks (ASP.NET, MVC, C#, Web API).

• Work Arrangement: Hybrid (Onsite 3 days/week REQUIRED: Tuesday, Wednesday, and Thursday)

• Role Type: Contract (12 Months)

• Interview Process: Either Webcam or In-Person

• Compliance Requirement: Must physically reside within the US for the duration of the engagement (offshore work is strictly prohibited).

Key Responsibilities

• PowerBuilder Application Support: Perform primary administration, maintenance, bug fixing, and enhancement of the FIIS Banking Application (written in PowerBuilder / InfoMaker).

• .NET Application Development: Maintain and support custom web applications and Web APIs using ASP.NET, MVC, Web Forms, Blazor, C#, Entity Framework (EF), and LINQ.

• Database Maintenance: Write, optimize, and troubleshoot SQL queries, stored procedures, and database structures on Oracle and Microsoft SQL Server databases.

• System Operations & Support: Monitor system alerts and user event logs, diagnose issues, document root-cause findings, and establish clear SOPs and technical documentation.

• Knowledge Transfer & Documentation: Ensure full technical documentation of all systems worked on and facilitate complete technology turnover to internal SCC staff.

Required Skills & Qualifications

• PowerBuilder & InfoMaker: 4+ years of hands-on experience maintaining and supporting legacy PowerBuilder / InfoMaker desktop applications.

• Web Development Stack: 5+ years with ASP.NET (MVC, Web Forms, or Blazor), HTML, CSS, JavaScript, and Visual Studio environments.

• Web API Development: 1+ years building and maintaining Web APIs using C#, Entity Framework (EF), and LINQ.

• Database Management: 5+ years working with Oracle and Microsoft SQL Server databases.

• Office & Productivity Tools: 5+ years using Microsoft Office, SharePoint, and Visio for system diagramming and documentation.

• Onsite Schedule Commitment: Agreement to work onsite in Richmond, VA every Tuesday, Wednesday, and Thursday.

Preferred Qualifications

• Microsoft Dynamics 365: 3+ years of experience working with or integrating Dynamics 365 solutions.

• DevOps & Source Control: 3+ years of experience with Azure DevOps or Team Foundation Server (TFS).

• Client-Server Systems: 3+ years maintaining C#/VB.NET client-server desktop applications integrated with Entity Framework and Oracle.
